Egyptian academic: Ocalan's call reflects a realistic reading of regional ,international developments

Dr. Medhat Hamad, a political studies expert, confirmed that the call of leader Abdullah Ocalan is a unique initiative resulting from a political and intellectual review that accurately considers the changes in the region and the world, reflecting a realistic reading of developments. Positive reactions continue from countries, powers, and figures around the world, following leader Abdullah Ocalan's call for a "democratic transformation process."

Political and intellectual review

In this context, Dr. Medhat Hamad, a professor of Iranian and Asian studies at Tanta University in Egypt and head of the Farabi Center for Political and Development Studies, affirmed: "Abdullah Ocalan's announcement is of utmost importance, as it reveals a political, ideological, and even a new national self-review that he conducted after a thorough re-reading of the entire global and regional scene."

Medhat Hamad pointed out that leader Abdullah Ocalan spoke about the conditions surrounding the establishment of the Kurdistan Workers' Party (PKK), its formation, the development of its goals, and the party's resort to armed struggle. He linked this to two major factors: the first being the political conditions that prevailed throughout the first half of the twentieth century, which were based on two political ideologies: the Soviet popular ideology and Western capitalist ideology. The second factor was the global and international conflict embodied by the two World Wars. He noted that under these two factors, the birth and formation of the PKK took place.

Hamad explained that in these 100 years, the world has witnessed what it has witnessed, from the rise of globalization and the emergence of the theory of globalization, which nearly completely eradicated and dissolved the project of nationalities and nation-states. He added, speaking about the essence of Abdullah Ocalan's call: "Abdullah Ocalan's strategic statement has moved to a new station, which is represented in seeking refuge.... He said that respecting national identities is possible if there is a democratic society, and thus democracy can unify nationalities. Therefore, this sentence in his statement was an introduction to his call for disarmament and demilitarization."

Hamad pointed out that they infer from the call of leader Abdullah Ocalan that there is "a long and extended dialogue between Ocalan and the Turkish government, which implies that the unity of Kurds and Turks in the new century of the republic era has become essential for the protection of both nationalities. This also reveals that there has been a genuine review in the Turkish political mindset that manages the affairs of the Turkish state on one hand, and the conflict with the Kurds in general and Ocalan in particular on the other hand. Therefore, in my opinion, Abdullah Ocalan would not have issued this statement unless he had Turkish assurances, promises, and commitments to open the space and provide a sound democratic life for the Kurds to achieve what they could not achieve through arms. This is an important matter embodied in the words and lines of Ocalan's statement and message."

He added: "Ocalan mentioned evidence that confirms this, as he referred to Mr. Devlet Bahçeli's invitation and also spoke about the will of the President of the Republic and the approaches of other parties. His mention of these factors confirms that there has been a long informal dialogue between Ocalan and the Turkish government, and all of this led him to strongly and confidently call for the disarmament of the Kurdistan Workers' Party (PKK) with great certainty."

A new strategy

Medhat Hamad confirmed that this reveals a new strategy from leader Abdullah Ocalan, as he "calls for a new century of relations and unity between Kurds and Turks, which is very important. He called for a conference by the Kurdistan Workers' Party (PKK) and for the party to make voluntary decisions. We focus on the word 'voluntary,' then he called for laying down arms and dissolving the PKK. He proposed a three-point and three-stage strategic plan: the first stage is making decisions for peaceful coexistence within Turkey voluntarily, the second stage is laying down arms, and the third stage is the party dissolving itself. By doing so, he revealed that the only way forward is to implement this threefold plan and make bold and voluntary decisions within the ideology on which the party was founded."

Hamad explained that the leader "Abdullah Ocalan has read between the lines regarding what the future holds for the Kurdish issue on one hand, and perhaps some Western plans, especially American ones, which could strike at the strategic and vital interests of both the Kurds and the Turks together in the coming years, extending to what happened in Syria, and this is very important and extremely dangerous."

A realistic reading of the regional and international scene

Medhat Hamad concluded his speech by stating that leader Abdullah Ocalan has a realistic understanding of the regional and international scene. He said, "Abdullah Ocalan perhaps wanted to save the future of the Kurdish cause, unlike some other political organizations, such as the Muslim Brotherhood, which was so foolish that it clashed with most of the political regimes and states where the Muslim Brotherhood exists, like Egypt. When the Muslim Brotherhood underestimated the situation and did not read the scene carefully, their project was defeated in Egypt and in many Arab countries. Abdullah Ocalan, on the other hand, read the scene well and understood the fate of the Muslim Brotherhood well, and he wanted to preserve the existence and essence of the Kurdish cause for the next hundred years."
