Al-Assad's acceptance in exchange for Iran's exit… New road map for Syria

The deal of the century with an American-Russian flavor rearranges the Syrian conflict cards. It started with the tripartite security meeting (Russian-American-Israeli) in Jerusalem and crystallized by the recent statements of James Jeffrey.

U.S. Special Envoy to Syria James Jeffrey said on May 2 in an interview with Al-Sharq Al-Awset newspaper that all foreign forces that entered Syria after 2011 should leave the country, including U.S., Iranian and Turkish forces.

"Our policy is built on making the Iranian forces leave Syria along with all the other foreign military forces that entered the country after 2011, including our forces, Israeli forces, and Turkish forces as well," the special envoy said.

A Russian-American agreement on a new road map

Jeffrey's remarks have generated new doubts in public opinion, particularly in Syria, where many observers believe that Jeffrey's statements on allowing the Russian forces to stay in Syria and the departure of the rest of the forces are a Russian-American agreement on a new Syria road map that completely topples the Iranian forces in Syria and shrinks the administration of the country's ruling power. 

Jeffrey's remarks came in conjunction with Israeli air raids on areas where Iranian groups were deployed, namely as a clear message from both Russia and America to Iran that it has no place in the future Syria, as Russia needs to accelerate the removal of Iran from the scene and satisfy America and Israel. So it is trying to reduce the international pressure on the regime which is suffering from a major financial crisis and bring in the Gulf support for reconstructing the devastated country.

Russia has kept silent on Israeli attacks on Iranian bases. It is unlikely that these strikes will be coordinated with Russia that kept silent when Israeli Defense Minister Naftali Bennett said that Israel is not only working to curb Iranian entrenchment in Syria, but aims to drive Iran out of Syria altogether. 

The liquidation of Iran's influence within al-Assad family

We must also talk about the Iranian wing within al-Assad family that has ruled the country since 1970. Rami Makhlouf, Iran's man also received a Russian strike. According to the Israeli newspaper Haaretz, Russia suggested to al-Assad to make Makhlouf  pay $3 billion. The later said that he did not have this sum of money, then Russia showed videos posted by the sons of Makhlouf  and their luxury cars in Dubai. Those videos gave Bashar al-Assad a chance to avenge his cousin who made his fortune thanks to families.

Jeffrey is calling for Iran's exit again

A few days later, UN envoy James Jeffrey said during a press conference on May 8th that the Russians' mission was complicated by the involvement of countries such as Washington, Turkey, Israel and various reasons in Syria. He stressed again the need for the Iranian forces to leave Syrian territory, criticizing the Syrian regime for its blackmail attacks throughout the Syrian crisis.

Putin and Trump's meal...

Jeffrey's remarks are inseparable from Putin's strategy of punching his rivals through sweeping diplomacy that depends on feeding on the broken countries, a policy that has failed this time in Syria and Libya so far.

The U.S. dilemma is how and when to withdraw its troops from Syria this year, a moment that Russia is waiting for to move against Turkey's mercenaries in Idlib. So Trump administration would prefer a deal with Russia to withdraw from Syria to avoid collision between them.

Flexibility of America and Russia

 The resilience of the United States and Russia and Jeffrey's statements about the survival of Russian troops in Syrian territory appear to be the result of the Jerusalem security meeting that brought together John Bolton, former head of the U.S. National Security Bureau, his Russian counterpart Nikolai Patrushev and Israel's Meir Ben Shabbat on June 24, 2019.

The Jerusalem meeting took shape of Jeffrey's remarkable remarks that the statement of U.S. envoy to Syria James Jeffrey perfectly matches Israeli Prime Minister Benjamin Netanyahu's speech after the "Jerusalem" meeting.

Netanyahu, who described the meeting as historic, said after the meeting that the three countries want to see Syria enjoy peace, stability and security. This is their common goal which is the larger goal of ensuring the exit of foreign forces that entered Syria after 2011, claiming that there are ways to achieve this common goal that creates a more stable Middle East or at least in this part of the region.

Invisible line of policy between the US and Russia

"Because we know that there is an incessant but invisible line from the Russian-American consensus with regard to Syria in general, particularly in the distribution of the map of influence on Syrian territory, it is surprising that Ambassador Jeffrey excludes Russian forces from leaving Syria, including the United States," said the New Vision.

The forces will not come out of Syria except within specific equations

 Merah al-Biqayi confirmed  that the statements are less than a deal, but they come under the international understandings. Unfortunately the Syrian decision is no longer purely Syrian because the armies of major countries actually exist on the ground and they will only come out within specific equations that serve their interests.

The adviser of international politics explained that there are Syrian political entitlements at the door, and the Law of Caesar stands the watch for the regime and all its collaborators individuals, organizations or states, believing that some solutions are beginning to be put forward to speed up the political transition within the framework of UN Resolution 2254.
