 The report said: “The bombing of vital civilian infrastructure in NE Syria by Turkish aircraft has endangered livelihoods in this region,” explaining that the Turkish bombing deprived local communities from electricity, medical care, and other basic services.

The report stated that in late October 2023, the Turkish bombing of NE Syria resulted in water and electricity cuts to millions of people, and in December and January, it intensified its strikes to include medical facilities and vital roads used by relief workers.

The organization described attacks that cause disproportionate harm to civilians and civilian objects prohibited under international humanitarian law, and the deliberate targeting of civilian infrastructure, as a war crime.
