The German news agency quoted a spokesperson from the German Foreign Ministry as stating that "the Syrian regime continues to commit the most serious human rights violations against its people on a daily basis."

The agency added, "As long as this situation persists, we cannot seek to normalize relations with the Syrian regime."

Prior to an EU Foreign Ministers' meeting, eight European countries called for a reassessment of relations and engagement with the Damascus government, as revealed in a Financial Times report on July 22.

The newspaper noted that these ministers proposed another suggestion to EU High Representative for Foreign Affairs and Security Policy, Josep Borrell, to discuss the impact of the EU sanctions regime on Syria, considering that these sanctions have had unintended negative effects on the population.

The parties confirmed that the request was made due to the ongoing massive flow of Syrian refugees to their countries.
