Most prominent service works in NE Syria

During 2023, the institutions of the Democratic Autonomous Administration sought to develop the region and advance the service situation, which faced direct attacks by the Turkish occupation army on infrastructure and service and health facilities, causing great losses and depriving citizens of water and electricity.

The Democratic Autonomous Administration bodies, institutions, and service committees have made a remarkable effort to provide services in various aspects to citizens during the year 2023, starting with the maintenance and extension of sewage and water networks, all the way to the opening of factories and bakeries.

In this file, we will list some of the service works during the year 2023:

The people's municipalities worked at a high pace and provided wide services

The People's Municipalities rely on the communes and their proposals to develop their work programme. During the year 2023, the People's Municipalities held successive meetings with the citizens, and obtained their opinions about the future projects that must be completed.

132 municipalities distributed throughout the entire geography of NE Syria provided more than 500 service projects, in the fields of paving roads, water and sanitation, in addition to environmental projects.

The people's municipalities have launched road paving projects since May 2023. During that time, the people's municipalities' workshops worked to pave and furnish hundreds of main and secondary roads and streets in the cities, towns and villages of NE Syrian.

The most important of which are:

* On September 2, the People’s Municipality in the eastern countryside of Deir ez-Zor worked on a project to pave a road connecting the towns of Hajin and Abu Hamam, 15 km long and 5 meters wide, in addition to the road leading to the town of Baghouz, 1,200 meters long.

Among the service projects that the Local Administration and Municipalities Committee was the paving of the main road connecting Deir ez-Zor and Raqqa, and asphalting began from the Al-Ma’amel area, towards the town of Al-Jazarat in the western countryside of Deir ez-Zor, in addition to paving the road to the town of Abu Khashab, 15 km long. And 5 meters wide.

* June 1, the People’s Municipality in Raqqa completed a paving project for 45 main streets within the city.

* On October 1, the People’s Municipality in Hasaka launched a project to restore and maintain the M4 road, which serves the areas of Al-Jazera, with a length of 28 km, a width of 12.5 meters, and a thickness of 7 cm.

In Manbij the Mahmoudli and Bir Sanaa road, 30 km long was paved, and work was underway to pave the Raqqa-Hazima town road, 10 km long and 12 m wide.

The Local Administration and Environment Body continued the largest road project, which was launched on August 23, 2022, with a length of 100 km between Derik and Qamishlo and opened a new road adjacent and complementary to the new road in order to expand it.

In addition, building the new Raqqa Bridge to facilitate land and agricultural trade, transportation, and connectivity between Raqqa and its southern countryside.

Water.

Water

* February 7, the Water Directorate in Qamishlo began constructing a water tank with a capacity of 3,000 m3.

* On March 1, the People’s Municipality in the Tel Brak region launched the Tal Azan station rehabilitation project to serve 30,000 people from 8 wells.

* May 5, the Water Department in Amuda region completed a project to expand and support water networks within the district with a length of 6,300 linear meters, in an important project to provide sufficient water for 13 residential areas and 5,000 people.

* June 15, the Kobani Water Directorate completed the work of constructing a water reservoir on Mashta Nour hill with a capacity of 1,400 m3.

* August 21, the Al-Jarnia Water Unit in Tabqa dug an infiltration well and a tank that feeds 16 villages to provide water to citizens, reducing the water of the Euphrates River by Turkey.

* November 15, a project to build a water tank was launched in the village of Habb al-Faraj, west of the city of Kobani.

In the countryside of Deir ez-Zor, the Local Administration and Municipalities Committee launched the work of completing and establishing new water stations in the western, eastern and northern countryside.

 Increase vegetation cover and protect the environment

* March 1, a campaign to plant 50,000 trees was launched in the Tabqa region.

* March 7, the People’s Municipality in Çil Agha opened the “Women’s Park.”

* April 2, Tal Rifaat Council in Afrin and Shahba opened “ leader Ocalan” Park.

* April 4,  Park was opened in the city of Hasaka, as the largest park in the northern and eastern region of Syria, on an area of 50 dunams.

* April 4, a Park was opened in the city of Qamishlo.

* May 23, the creation of the Environmental Body by a decision issued by the General Council of the Autonomous Administration of North and East Syria.

* September 1, start of rehabilitation work on the central park in Tabqa.

* November 6, construction of “Jane” Park began in the city of Kobani.

* November 6, launching an environmental initiative to plant 1,200 pine trees in the village of Nafkir in the city of Qamishlo.

* November 27, Al Jazera Park was opened in Manbij.

During the past year, three forests were planted in Kobani; They are: (Kobani Forest, and Martyr Khayri Forest in the Chalabiyeh area, where 2,500 trees were planted, and Martyr Baz Forest in the village of Minaz, where 5 types of trees were planted).

Opening of ovens

During the month of November, and in accordance with the outcomes of the Conference on Strengthening Security and Stability held in Deir ez-Zor, the Community Economy Committee in Deir ez-Zor opened 4 bakeries (an oven in the Dahla area in the central countryside of Deir ez-Zor, a bakery in the Al-Sour area in the northern countryside of Deir ez-Zor, and the Al-Taqwa bakery.

* November 9, opening of Al-Khabour bakery in the city of Hasaka.

Health

* January 5, launching a project to build a maternity hospital in Tabqa.

* May 15, opening of Al-Kasra General Hospital in Deir ez-Zor.

* July 10, opening of the Martyr Khabat dispensary in Tabqa city.

* July 12, opening of the oncology department at the National Hospital in Raqqa.

* August 19, Al-Shaab Hospital in Al-Shaddadi was supplied with 32 medical devices.

* October 8, opening of the first medical oxygen plant in the city of Raqqa.

* November 5, Hajin General Hospital in Deir ez-Zor was supplied with medical equipment and devices.

* November 28, opening of a radiology branch (axial tomography and maxillofacial panorama) at the Martyr Khaled Fajr Hospital, in the Sheikh Maqsoud and Achrafieh neighborhoods.

* December 2, opening of the in-kind department at Al-Kasra General Hospital in Deir ez-Zor province.

* December 5, opening of the blood bank section in Tabqa.

* December 19, the Kurdish Red Crescent opened the first hospital for oncology and cancer patients in the city of Qamishlo.

During the year 2023, construction work on the general hospital in Kobani continued, and according to the plan, the hospital will include all medical departments, the capacity is between 180 and 220 beds.

In light of these important works in the health sector, on October 6, 2023, Turkish occupation aircraft completely destroyed the Covid Hospital in the village of Girê Fara in the city of Derik, in addition to targeting the Covid Hospital in the city of Kobani as well.

 Agricultural sector

 The quantities of wheat received by the Democratic Autonomous Administration during the agricultural season of 2023 amounted to one million and 9 thousand tons of wheat, including 118 thousand tons from land supported by the Seed Multiplication Foundation.

The efforts made by the Democratic Autonomous Administration throughout the year 2023 were faced with attacks by the Turkish occupation on the one hand, and the Damascus government’s siege of Shahba and the neighborhoods of Sheikh Maqsoud and Al-Ashrafieh on the other hand, which directly affected service work, in addition to the effect of Turkey’s imprisonment of the Euphrates water and preventing it from reaching the people of the Tabqa countryside.

Turkey's recent escalation against NE Syria on October 4 destroyed the infrastructure, service and health infrastructure, and affected the operation of ovens, mills and water stations.
