The United Nations International Organization for Migration (IOM) estimates that “there are about 6.7 million displaced people inside Syria, in addition to 5.2 million refugees in neighboring countries,” while the director general of the organization, Amy Pope, described the joint decision of the European Union and the United States to lift the severe sanctions imposed on Syria for decades as a “message of hope for millions of Syrians.”

 “The lifting of sanctions sends a strong message of hope to millions of displaced Syrians, but this hope must be translated into concrete support,” Pope said in a statement issued by the international organization, stressing that Syrians need ”not only the ability to return, but the means to rebuild their lives in safety and dignity.”

Pope added: “While humanitarian assistance remains essential, WHO urges donors and development partners to broaden their attention towards medium- and long-term recovery,” emphasizing that ”moving from relief to resilience is not only necessary, but also urgent.”

The international organization expected that sanctions relief would affect “frozen commercial assets and measures worth more than $15 billion,” noting that this relief “may open the door to vital investments in livelihoods, infrastructure, health and housing, especially in areas that have suffered from stagnation, isolation and long displacement.” The organization's statement stressed that “sustainable and voluntary return will only be possible if there are about 6.7 million displaced people inside Syria, in addition to 5.2 million refugees in neighboring countries.

According to the organization's statement, it is estimated that “there are about 6.7 million displaced people inside Syria, in addition to 5.2 million refugees in neighboring countries,” stressing in its statement that “sustainable and voluntary return will only be possible if basic conditions such as services, housing, legal documentation, and livelihoods are available.”

The international organization reiterated its “commitment to support stabilization efforts, strengthen resilience, and meet the urgent needs of displacement-affected populations and host communities through inclusive dialogue and coordinated action that places human beings at the center of peace, recovery and development efforts.”
