Constitutional Committee… amid lack of sustainable solutions, representing regime or opposition!
In August 28, UN envoy to Syria Geir Pedersen announced that he was finalizing the process of forming a committee to discuss the Syrian constitution, in line with UN Resolution 2254.
There was much talk by UN officials and the guarantors of the Astana course, Russia, Turkey and Iran, last week, as the Constitutional Committee was finalized to begin work, as fighting between mercenary groups and regime forces escalates in the northwestern part of Syria. In an attempt by the latter to regain control of Idlib after extending its influence over the entire northern countryside of Hama and besieging the Turkish observation post in Mork.
Although Pedersen and the guarantors of the Astana Process announced the imminent writing of the new Syrian constitution, no formal invitation to participate in the Constitutional Committee has been sent to representatives of the Autonomous Administration and the Syrian Democratic Council, which administers about 30 percent of Syria's territory, home to 5 million people.
Khaled Ahmad, a researcher in social conflicts, told Hawar News Agency that the Syrian regime and its supporters, "referring to Iran," do not want any political solution in Syria and want to resolve the situation militarily. He explained that Russia, Iran and the Syrian regime would like to use the time to reach their goal of ending the crisis militarily.
“It is not in the interest of the Syrian Democratic Council to engage in the constitutional committee or any political action arranged by Iran or Russia, '' Ahmad said, citing it as dead or clinically dead, citing the Astana process that gave the regime control over large areas at the expense of opposition groups.
"Any political action must be supervised by the United Nations and the agreement is binding either by the Syrian regime or the countries that support it," he stressed.
The Constitutional Committee, which is scheduled to begin its work during the coming period, includes 150 members, according to the UN plan, 50 of them chosen by the Syrian regime, 50 by the opposition, and 50 by the UN special envoy, with the aim of taking the views of experts and representatives of civil society.
But there is no agreement yet on the names of the list, which raises disagreements between Damascus and the United Nations, but the latter says that only six names on the list should be changed, amid the absence of the names of representatives of the Syrian Democratic Council on the list.
According to Nujin Youssef, deputy of the co-chair of the Executive Committee in the SDC in a statement earlier to Hawar news agency, noted that their efforts to unite the ranks of moderate opposition and intellectual integration, through workshops held in Western countries and three dialogue forums inside Syria in the presence of internal and external opposition parties to discuss the Syrian constitution together and establish a basic reference in which all the components are present, to reach an integrated constitution in which all components look not one or two parties, stressing that conflicts and crisis will continue if these steps are not achieved.
This announced move could be a failure if the representatives of the autonomous administration and the Syrian Democratic Council are excluded. Nujin Yusuf asserted in her speech that they are not obliged to apply the provisions of the new Syrian constitution in the north and east of Syria if they are not partners in its preparation.
Possible scenarios in the event that the United States, the main partner of the Syrian Democratic Forces in the fight against ISIS mercenaries, and the West and UN officials play their part in the inclusion of representatives of the Syrian Democratic Council, the political wing of SDF, in the drafting committee for the new Syrian constitution, continue to complicate the Syrian file prolonging the crisis amid the suffering of the Syrians from the scourge of war that plagued the country for the past eight years, without reaching a comprehensive political solution in line with the visions of all parties to the conflict.
