The Russian Federal Security Service stated in a statement that they had arrested a person who was planning to launch a terrorist attack in one of the energy facilities in Kaliningrad Province, and that the arrested person, who had Russian citizenship, was planning to carry out the attack "out of hatred of the authorities," indicating that he was also working on "recruiting local residents to participate in terrorist activities," according to the Russian RIA Novosti agency.

The authority confirmed that the security personnel found in the house of the accused a homemade bomb, instructions on how to manufacture it and components for the production of explosives, in addition to "materials offensive to the Russian executive and legislative authorities."

They also confiscated from the man "materials with offensive content regarding the Russian executive and legislative bodies," in addition to that, he recruited people to participate in the attacks, according to the statement.
