MSD proposed to form coordinating committees

The conference of MSD was held in al-Raqqa city closed to the media. After reading the annual report of the council, the participants discussed the work carried out by the committees of MSD. The conference also presented a document containing the formation of coordinating service committees in the areas of North and East Syria after being approved by all Autonomous Administrations and Civil Administrations. The committees will be supervised by MSD and SDF to protect them.

The delegates to the conference are now discussing the mechanism of forming the coordinating service committees to work in the North and East of Syria.

The following is the text of the statement in which MSD considered the necessity of forming these coordinating committees:

"The Democratic Autonomous Administration (DAA) was formed to fill the administrative and security vacuum with approval of the components and parties of the area. It was able to maintain stability and provide services to the people of the area and to protect it from the attacks of the extremist forces; Jabhet al-Nusra, IS and sometimes the regime. This administration was able to organize with simple potentials the Self-Defense and develop it to the point of tracking terrorism in its positions and defeat it, and the liberation of Kobanî was the beginning of a transformation that led to organizing SDF which liberated all areas in al-Shadadi, Tel Abyad (Girê Spî), Manbij, al-Raqqa and Deir ez-Zor north of the Euphrates River.

During the liberation, MSD established Civil Councils and Administrations to handle the service affairs of the liberated areas despite the distance between these areas. However, they supported and maintained each other morally and materially, and faced the most tyrannical forms of terrorism thanks to the efforts of the Autonomous Administrations and the limited support and capabilities provided to the people. They also sought as much as possible to change the mentality and modify the culture inherited from the policies of old governance in the manner of management and the form of the use of energies and possibilities to address the service of the people. Through the practical experiences experienced by these administrations, a defect was found in many aspects that affect the life of the people directly, especially the lack of coordination among all administrations.

As a result of the time difference between the formation of these administrations, there are organizational gaps that affect the life of the people directly and the disparities occurred in many things; in the pricing of materials and the distribution of fuel and electric power among the areas and other aspects of service so that and for the need to fill the gaps and achieve a fair balance and coordination among the administrations, specialized committees in all fields must be formed.

And after discussions held with the Autonomous Administrations and Civil Administrations in the area, it was necessary to take a step to form an administrative structure that coordinates the services between the areas. All administrations will participate in the establishment of their structure through their representatives in a preparatory committee supervised by MSD. SDF will play the role of defending the security and stability of the areas of this administration through an internal system that regulates the relationship and is ratified on by the general council of those coordinating committees

According to the preparatory committee of the conference, the rules of procedure of the council will be read and discussed by the attendees and some items will be changed according to the need of the next stage. Furthermore, a joint presidency of the council will be elected after the vote on the rules of procedure.
