Systematic violations against people of Tal Aran town

Tal Aran town in eastern Aleppo countryside is witnessing a serious escalation in security violations and crimes committed by armed groups. These practices include kidnappings, extortion, assaults on civilians, as well as imposing unauthorized fees and obstructing service projects aimed at supporting the residents.

Local informed sources told ANHA agency about a severe escalation in the security situation in Tal Aran, under the control of the Syrian Transitional Government in eastern Aleppo countryside. The locals are exposed to systematic assaults carried out by armed groups. These violations include kidnappings, financial extortion, physical and verbal attacks, along with the imposition of illegal fees and total disregard for the authority of official institutions, resembling the tactics of mercenaries aligned with the Turkish occupation.

Kidnapping and threats

On Saturday, June 21, an armed group traveling in dark-tinted Santa Fe vehicles, identifying themselves as part of the “Military Security,” kidnapped the merchant Zakaria Mustafa Bashar, a resident of Tal Aran. They threatened him with weapons and confiscated his money and jewelry estimated at about 90,000 dollars and 10 kilograms of gold. The situation worsened as the kidnapper threatened Zakaria’s brother with death if he tried to inquire about his whereabouts.

Despite the town’s dignitaries contacting local officials in the “General Security,” the response was limited to denying any knowledge of the incident, while the security camera recordings from the scene were seized and kept only by a single party.

The town also witnessed a new kidnapping incident involving citizens Khalil and Khaled Muhammad Bashar after they removed an unauthorized “kiosk” in front of their house belonging to a former regime member, following an official permit from the municipality. Sources indicate that “Abu Hudayfa,” the head of “General Security” in the Waha area, ordered the kidnapping of the brothers for refusing to keep the kiosk, which he intended to use to monitor the area through an informant.

Assault on community reconciliation efforts

In another alarming development, security entities affiliated with the “Syrian Transitional Government” kidnapped several Kurdish citizens following their initiative for local reconciliation between two disputing families without referring to the official “Reconciliation Committee.” According to sources, the officials responsible for these arrests are “Abu Dawood” and “Abu Hudayfa,” and this move aims to undermine attempts at community stability.

The kidnapped individuals are: Jumaa Muhammad Faris, Ibrahim Muhammad Faris, Jumaa Ramadan Faris, Muhammad Hussein Faris, Saleh Yahya Faris, Hassan Ubaid Faris, Manour Ismail ibn Najdat, and Rami Ismail ibn Najdat.

In a precedent threatening local development, the same authorities prevented the Bashar family from establishing a private hospital in the town, despite their announcement to allocate 20% of its revenues to help the poor. This prevention came after their refusal to pay an illegal fee of 10,000 dollars per floor. Moreover, the “General Security” imposed unauthorized fees estimated at 1,000 dollars on anyone wishing to build a rural house, paid directly to the official Abu Hudayfa.

On June 22, armed groups attacked the residents of Tal Aran; following the attack, a number of young men were kidnapped alongside verbal and physical assaults, without clear reasons for the aggression.
