On December 12, the Democratic People's Council of North and East Syria ratified the Social Contract for the Democratic Autonomous Administration of the North and East Syria region, and it became effective in all areas of the Democratic Autonomous Administration.

The Social Contract included a preamble, 4 main chapters, and 134 articles, through which all components of the Democratic Autonomous Administration of North and East Syria are granted their rights. It was stated in Article 61 of the Social Contract that the Autonomous Administration is keen to enhance the historical values of the tribes and clans in a way that serves development and peaceful coexistence between them and opposes all tribal customs that contradict the Social Contract.

Sheikh of the Sabkha tribe, Turki Al-Suwan, confirmed: “The Social Contract serves as a constitution for Autonomous Administration, and at the same time it fully preserves the rights of the people. Its goal is to preserve property, education, health for society.”

Al-Suwan stated that the Social Contract emphasized the effective role of the tribes in protecting the regions of NE  Syria, and took the opinion of the tribes on all matters that concern the people and the clans in NE Syria.

For his part, the notable in the Walda tribe, Youssef Al-Asaad, said “The Social Contract guarantees the rights of all peoples, and gives freedom to all components, and in the coming days the positive results of this contract will appear.”

Al-Asaad confirmed: “Before the issuance of the Social Contract, the clans had a major role and we do not deny that, but after the ratification of the Social Contract, the clans have a greater role than they had before, because the contract gave importance to the role of the clans in the region.”
