Al- Arab newspapers focused on the Syrian file said that "Russia has made every effort to hold an international conference on Syrian refugees, which began Wednesday in the capital, Damascus, where President Vladimir Putin sent his special envoy to Syria, Alexander Lavrentiev, in shuttle visits to each of Baghdad, Amman and Beirut, to mobilize support for the conference. "

And added, "Over the past period, Moscow has intensified its diplomatic efforts to hold the conference, with the aim of finding a new path that takes many rounds and occupies public opinion, without having a direct impact on changing the rules of engagement in Syria, similar to the Astana meetings, which provided Moscow with the opportunity to take major role in the Syria crisis.

But it seems that its endeavors have not succeeded, and many observers believe that Moscow is proving once again that it is incapable of devising realistic and reasonable political solutions that satisfy the parties to the Syrian crisis, by presenting the same ideas in multiple versions.

Moscow has been trying, for some time, to repeat the same tactic, but this time under the heading of "the return of refugees," taking advantage of the American preoccupation with the presidential elections, the state of the ignoring of Europeans, and the Arab League does not have influential role.

There are goals that Russia hopes to hold the Syrian refugees conference, chiefly one of which is to circumvent the political process, as it has consistently circumvented the international tracks, which give the Syrian opposition a kind of match in exchange for al-Assad regime.

Analysts believe that after Moscow's failure to hold the conference two years ago, it will repeat the attempt today to hold it without presenting new ideas, projects and visions, and its goal is to divert attention from the political process, but that is not all.

It seems that benefiting from the money that Russia will collect in the name of the Syrian refugees in financing al-Assad regime, which appears to be on the verge of bankruptcy, is the most prominent goal, and it will work to circumvent the Caesar Act, which includes US sanctions on al- Assad regime and its allies, by entering or smuggling money, materials and all The regime needs as aid for refugees.

The most important thing is to send a message to the world that Syria is under Russian tutelage, as Moscow was keen to send invitations to the conference on behalf of the Russian Ministry of Defense, and this is a confiscation of the Syrian decision that the Russians have always praised its legitimacy.

Also, Moscow wants to limit the aid provided to Syrian refugees through the regime’s channels only, after the Russians succeeded in closing one of the humanitarian crossings in northern Syria, so that it remains a single crossing.

Since its military intervention in 2015, Russia has sought to impose its control on the Syrian file and has relied on its air supremacy, support for Iranian militias on the ground, and the use of the "scorched earth" policy, thus it has been able to turn the balance of military forces in favor of the regime at the expense of the opposition.

'Egyptian-Greek coordination to face Turkish provocations'

Regarding the Egyptian President’s visit to Greece, Al-Sharq Al-Awsat newspaper said: “Less than a month after a tripartite summit that brought them together with the President of Cyprus, Egypt and Greece expressed their aspiration to take US firm intervention in the Eastern Mediterranean” during the term of President-elect Joe Biden, according to what he reported. Greek Prime Minister Kyriakos Mitsotakis, during bilateral talks yesterday with Egyptian President Abdel Fattah al-Sisi.

Al-Sisi began a visit to Athens, the day before yesterday, that will last for days, and comes after a copy of a periodic tripartite summit of the leaders of Egypt, Greece and Cyprus, hosted by Nicosia on October 21, during which the three leaders pledged to work to "confront the Turkish provocations" in the region. 'Extending the Libyan dialogue in Tunisia in the light of division'

".

Informed sources confirmed that "there is a state of sharp division within the forum between those calling for the formation of a sovereign presidential council with full powers and a government of competencies that implement its policies, especially in the field of providing basic services to society, and the Brotherhood movement that insists on forming an honorary presidential council and a government that has all the powers."

And it continued that the Brotherhood movement inside the forum is maneuvering with all force in order to introduce amendments to the draft agreement under which the supreme leadership of the armed forces would be transferred to be one of the powers of the prime minister.

Meanwhile, the Libyan Parliament refused to convert the UN mission of the members of the Political Dialogue Committee into an unelected legislative council, and expressed its reservation on the mechanism by which participants in the dialogue were selected and personalities not representing any popular base, nor any existing legitimate authority, and what had been overtaken by groups.
