Al-Raqqa Civil Council achieved great achievements at services ,intellectual level

Pre-establishment Stage

On November 5, 2016, the Syrian Democratic Forces SDF announced the campaign Wrath of  Euphrates to liberate the city of al-Raqqa from IS mercenaries. In conjunction with the launching of the campaign, the people of al-Raqqa who fled from the city of al-Raqqa to the areas liberated by Syrian Democratic Forces SDF formed a preparatory committee to provide the required and urgent services to the city of al-Raqqa and its countryside, Where thousands of people from the city of  al-Raqqa were displaced immediately after the campaign began, to the liberated areas. The Preparatory Committee started preparations for holding meetings and meetings with all parents both inside and outside Syria to work on forming a joint administration to provide services and plan to fill, where in this work of the Preparatory Committee succeeded until reaching a collective decision by the representatives and clans 's notables  and residents of the city to announce al-Raqqa Civil Council   on April 17 / April 2017 in Ain Issa district  .

The purpose of incorporation

Al-Raqqa Civil Council was established to organize the people in accordance with a democratic system, embracing all the existing segments of the city. The council supervises the service matters and provides the necessary inputs through its specialized committees formed during the establishment of the council.

According to the constituent statement of the Council, one of the basic provisions was the need to restructure the Council after the liberation of the city. This is what happened. After the liberation of the city of al-Raqqa from IS mercenaries,

The Council is composed of several committees approved by the General Assembly of the Council, which are 14 committees, which are called the Standing Committees formed at the first session of the Council, namely, the Economic and Financial Committee, the Security and Protection Committee, the Oversight and Inspection Committee, the Office of Organizations and Humanitarian Affairs, the Education Committee, Public Relations Committee, Media Committee ,Councils Committee (Social Organization), Mills and Bakeries Committee, Public Services and Municipalities Committee, comprising three offices: the Energy Office, the Water Office, the Sewage and Hygiene Office, the Youth and Sports Committee, the Health Committee, Reconstruction ".

Privacy of al-Raqqa council from the rest of the other councils

Al-Raqqa Civil Council is distinguished from the other councils. The council in the city of al-Raqqa, which was considered the alleged capital of IS mercenaries and the defeated by the Syrian Democratic Forces SDF is a special peculiarity of the city of al-Raqqa and its children who paid a heavy price for liberation. The city of al-Raqqa only, but the destruction of the city's infrastructure in full, but the Council challenged all the difficulties and miracles in the city and brought back life again and better, the Council is distinguished from the rest of the other Councils hard work in terms of intellectual and service, the Council believes that one of his work besides Service work is the launch of awareness campaigns to get rid of the thought planted by IS mercenaries in the minds of the people of the city of al-Raqqa especially the youth group.

Attacks on the Council

Al-Raqqa  Civil Council was exposed  to several attacks, whether media or assassinations. The first was the targeting of the head of the Reconstruction Committee in al-Raqqa Civil Council, Ibrahim al-Hassan which caused a paralysis of his feet based on investigations issued by the Internal Security Forces, it proved that the attacks against the Council were carried out by the cells of the Turkish state and the purpose was to obstruct the civil peace project and the democratic project

The city before the start of work

The destruction included the infrastructure of electricity, health, water, hospitals, schools, irrigation, agriculture, bridges, as well as the huge number of mines planted by IS mercenaries throughout the city and the surrounding villages where they destroyed City by 85%.

Where more than 8,000 mines were planted in the city, which hindered the work of al-Raqqa Civil Council to provide more services, water pumping stations and desalination plants, either destroyed or looted, about two-thirds of the bridges connecting the sides of the irrigation channels they were bombed by IS mercenaries before they left the city. And to put the schools another modern, which is the most painful, the school least exposed to vandalism is the school, which lost its doors and windows and seats and lack of electricity and water.

Actions carried out by al-Raqqa Civil Council

AL-Raqqa Civil Council has completed serious steps including all the committees in the Council, including in the field of health, where more than 7 hospitals in the city have been opened between the private and the public and medical centers to provide emergency supplies for the people more than 232 schools have been opened throughout the region the city opened 25 schools, while the committees of the Council to remove most of the rubble of the city and the removal process continues.

The Council contributed to the rehabilitation of some bridges and infrastructure and the activation of the power station in al-Forowsiya and the station 2 and the station of the Millag, and the delivery of electricity to a large number of villages, the activation of 20 drinking water stations and 10 irrigation stations and delivery service line of water comes in order to facilitate the people, the city of al- Raqqa is an agricultural city, and its economy is especially dependent on agriculture. At first, the villagers suffered from difficulty in cultivating their agricultural lands because the irrigation sector was completely destroyed. The plan included the maintenance of pumps and irrigation stations. The council rehabilitated the main irrigation canal, which is considered the lifeblood of al-Raqqa where large parts of it were restored according to the available resources of the civil council and with the support of the Syrian Democratic Council SDF.

Al-Raqqa  Civil Council received more than 5,000 displaced persons who were displaced to the liberated areas and provided services and assistance to them.

Hawar news agency (ANHA) interviewed with the co-chair of al-Raqqa Civil Council, Laila Mustafa, she pointed to the weakness of the support provided by some international bodies, and this support was not in the required level compared to the size of the needs and the large requirements for the region.
