After the liberation of al-Raqqa city from IS mercenaries, al-Raqqa Civil Council started to form a committee for the reconstruction of the city and its full potential by providing equipment and machinery to remove the rubble from streets and all neighborhoods of the city.

Hawar news agency prepared a full report on the projects carried out by al-Raqqa Civil Council and humanitarian organizations in coordination with the international alliance.

During the liberation of the city, approximately 140,000 families returned to al-Raqqa city and the residents return to the city until today.

Community organization

At the beginning of the liberation of the city, al-Raqqa Civil Council formed 25 councils in the city and its villages to organize the society and follow up the issues of the community and the returnees to their city.

The engineering office of Reconstruction Committee is charged with studying projects

Immediately after its establishment, the Committee began to coordinate with demining organizations to clean most of the streets and neighborhoods of al-Raqqa city; the organization continues to remove mines in the remaining streets of the city.

The committee has drawn up a number of studies on al-Raqqa city immediately after its liberation, the committee divided the city into 26 sectors.

The Civil Council provided several machineries and equipment to remove the rubble from streets and neighborhoods, the machineries included "16 loaders, 14 bulldozers, 4 Bobcat loaders, 11 water tanks," and the committee proceeded to remove the rubble, which has been cleaned so far from October last year, 28 highways and 5 sectors out of 26 sectors.

The committee formed an emergency team of 38 members, consisting of several doctors and specialists, working to remove bodies from the rubble, where the team has documented more than 600 corpses so far.

As for water, the number of beneficiaries of tank water reached 250,000 at a rate of 1200 m3 per week

Other service projects

The Engineering Committee started to study and evaluate all 33 drinking water stations in the city and its countryside in coordination with the humanitarian organizations and associations and to rehabilitate the stations again.

Al-Zahra station, this station serves 50,000 inhabitants of al-Raqqa, al Mansoura station serving 35,000 inhabitants, Abad al-Safsafa station which distributes water to 55,000, Tal al-Saman water station for 25,000, al-Galta station serving 15000, Ber Saeed serving 35,000, al-Barouda is serving 25,000 people, al-Houra station serving 20000, al-Wediyan serve 7,000 people, al-Rafeh of Ain Issa serves 20,000 people, Araa station under the name of al-Safsafa distributes water to 15,000 people, al-Maslakh and al-Hamarat serve 50,000, al- Karama station serves 30,000 people, Abu Wahel station serving 40,000 people.

The committee continues to rehabilitate some other stations such as al-Jadidat, al-Shaher, al-Sahamiyat and al-Adnaniya, the committee has implemented the main drinking water station in the city which feeds 11 areas and part of the city which population exceeds 300,000 people.

The committee started to open training courses to rehabilitate the staff of water stations in al-Raqqa to increase their number and develop manpower to reduce the phenomenon of unemployment.

Water in the city

The Rehabilitation Committee has rehabilitated the water network in the following neighborhoods: al-Mashlab, Hisham Bin Abdul Malik, al-Jisreen, al-Taiyar, al-Hasaywa, al-Jazra junction, al-Romniya after repairing the major and secondary lines in an average of 5 per day over three months.

Irrigation projects

The reconstruction committee evaluated 40 projects to rehabilitate irrigation stations and channels to re-invest many areas of agricultural land and projects in progress, they are "rehabilitating the irrigation channels for the agricultural fields located in Tal-Al-Samen and Hazima reached to 8,0000 areas, this project serves 30,000 people.

The drainage of the damaged channels at the site of the rest of the section in al-Ajaj in west, al-Raed, Tishrein , al-Rajem al-Abyiad, and irrigates an area of ​​4800 hectares serving 30,000 people, the main channel of Shnina contributes to the provision of water up to 70 km east of al-Raqqa and up to Deir ez-Zor countryside, and the cost of maintenance of the channel 30 million SP under the supervision of specialists.

The Committee has reconstructed an organizational bridge on the road of al-Raqqa, Ain Issa and al-Hekoumiya area, the Committee has counted 50 destroyed bridges, 13 of which are organizational bridges on irrigation channels, the Committee has coordinated with the international alliance for the restoration of bridges.

Electricity projects

Daesh looted and destroyed all electricity conversion centers in al-Raqqa, on it the Committee started to rehabilitate the transformational power stations, where it initially qualified the "al-Forousiya" conversion station and now works to supply electricity in a partial and intermittent manner, the committee then started to rehabilitate al-Raqqa station which is located south of the city and is now ready.

The committee will study and evaluate all the stations to purchase the necessary equipment and restore electricity to the city.

Report of Local Administration and Municipalities Committee

Al-Raqqa Civil Council needs to establish a committee specialized in the work of municipalities, the committee works to secure the requests and needs of citizens as soon as possible.

The Committee opened People's Municipality in al-Raqqa on 10-3 2018, and the municipality held competitions to recruit specialized staff in their work according to the necessary competencies.

The municipality then proceeded to activate the sanitation in the city in public and private facilities, accompanied by supplying drinking water lines for homes and gardens.

And extended lines to activate landlines in civilian homes, and increased the number of workers in the municipality, which provided a job opportunity for the people of al-Raqqa.

The municipality has the following machineries: 7 tractors, 6 small jack cars for transporting garbage outside the city, one bulldozer, 3 bobcat loaders, 2 compressors.

Al-Raqqa's Municipality has branches in many rural areas: al-Karama, al-hawas, al-Hamrat, al-Asadiya, Al-Kasrat, Hazema and Kadiran, these municipalities serve the rural people from all service and life sides.

As for the bakeries, the municipality has given 67 trucks in the city and its countryside, of which 20 are in the city with a daily production capacity of 131,950 loaves of bread, or 13,950 packages.

Schools

The number of schools in al-Raqqa is estimated at about 400 schools and the percentage of destructors reached 70% according to the preliminary census. After studies by engineers, it may need to be rehabilitated to an estimated 50 billion SP.

The number of students in the city is estimated at more than 400,000 students at different levels of study.

The reconstruction committee supervised the rehabilitation of 5 schools and was funded by "Injaz" organization, where the engineers' team in the reconstruction committee prepared the study and supervised the implementation, all of which are now ready, and the cost of rehabilitation reached $ 44 thousand dollars.

The National Hospital is the largest health center that provides free service in al-Raqqa, which is now out of service as well as the obstetric hospital, accordingly, the Civil Council has begun to renovate it.

The Health Committee opened three clinics in the city center, al-Khatouniya clinic in the western countryside, al- Karama clinic in the eastern countryside, and they are now in operation and provide assistance to the residents.

Kurdish Red Crescent in the city plays a prominent role in providing first aid to the people and civilians, they provide the needs of the people despite the meager possibilities.

Factories in al-Raqqa

There are many laboratories in al-Raqqa, where all the factories have been looted by IS mercenaries, the factories consist of the following categories: "Gas Lab, Sugar Factory, Brick Factory, Cotton Lab and Biscuit Factory.

Hawar news agency met with the head of the Reconstruction Committee in the Civil Council, Abdullah al-Arian, who mentioned the stages of reconstruction and projects completed by Civil Council in coordination with the organizations and the international alliance.

"They are fully mobilized to rebuild al-Raqqa and organize social life there, and to secure all their living needs, al-Aryian said,

"Despite our difficult circumstances, we will help our council rebuild our city, which has suffered 4 years of injustice, and we thank the council on the efforts it took to assist us," said Mahmoud al-Rajab, a resident of al-Raqqa city.
