Big efforts, limited potential to cover refugees’ needs

AL-SHAHBA- When Kafer Naya district in al-Shahba canton was liberated in 2016 from mercenary gangs of Turkish occupation army by the fighters of the joint revolutionary factions, hundreds of families of the occupied al-Shahba were received. After the displacement of Afrin people by Turkish occupation army and its mercenaries, the district now receives thousands of them and seeks to provide assistance to them.

The displaced situation, and who provides assistance to them?

The tragic circumstances of the displaced people vary from one family to another because of the difficult circumstances in which they left their homes as a result of the bombing of Turkish occupation planes and the mercenaries' guns, some of them have only the clothes they wear, and some managed to take out some needs with them, some of whom are still homeless, others live "more than one family" sometimes in one shelter, and the number of family members is different, the number of family members varies, including those who have managed to reach Berxwedan camp, others live in homes that are not even fit for housing.

In the midst of these circumstances, Kafer Naya District Council and the communes in the area has started to provide assistance to the displaced families of Afrin and al-Shahba, as well as the poor families and orphans, and the names of all the families were registered in the form of lists and records according to the needs of the families to provide them with assistance which reach them limited and do not meet all needs.

"There are 6,221 displaced people in the area, mostly women and children from all over Afrin canton who arrived in the district. 250 relief rations are distributed daily to the families, in conjunction with the distribution of 1,500 bundles of bread daily free of charge, "Husain Sulaiman said, a member of the social affairs committee of Kafer Naya Council and a volunteer from Afrin to work with the council.

The Council oversees distribution of aid sent by North Syria, Kurdistan Crescent

In the midst of the inaction of international humanitarian organizations to provide assistance and support, the council relies on the assistance of various quantities provided by the Kurdish and Kurdistan Red Crescent, which take the councils and communes as a basis for the distribution mechanism, in addition to other assistance provided by the people of al-Jazeera and Euphrates regions and North Syria areas to support people, they include emergency relief items such as blankets, sleeping mats, plastic bowls, kitchen utensils, food parcels, distribution teams in turn distribute them in the form of quotas to the people.

It is noteworthy that 7 tons of healthy water arrived at Social Affairs Committee in Kafer Naya council to be disputed to those who live in the open and the wilderness near the villages of Sherawa district.

In this context, the citizen Arifah Habash pointed out that since they came to Kafer Naya district, they are receiving assistance from the district’s council, and that the people of the district also helped them to provide shelter, with all attempts to meet their basic needs, stressing that the assistance provided is insufficient due to the large number of th edisplaced amid the inaction of international organizations.

"We came to Kafer Naya after we were displaced from our homes because of the Turkish aggression and we fled from its massacres, the people of Kafer Naya were welcomed us, and they provided, along with the district’s council, the water and electricity to us, even the medicines, but the aids are delayed sometimes because the foreign organizations do not support the social affairs and relief committees here, the citizen Bijo Bijo said.

The citizen Bijo wished that international community seeks to stop the blood shedding of Afrin people by stopping Turkish occupation and get it out of Afrin and return the people to their homes.

Aid is insufficient to meet needs

For his part, the co-chair of Kafer Naya Council, Khalid Mahfouz said: "To reach 6,221 displaced from Afrin, we have activated a relief committee under the supervision of Social Affairs Committee, which includes 42 people to cover the distribution of aid who are working along with the communes on the preparation of statistics on a continuous basis and send it to us to determine additional quotas along with those that reach us.

At the end of his speech, Khalid Mahfouz confirmed that the coverage of food needs and other assistance does not meet the needs of all displaced persons
