Lebanon between negotiations and regional challenges in implementing Resolution 1701

 The security situation in Lebanon is witnessing significant developments in light of the ongoing negotiations between international and local parties for a ceasefire.

In this context, the security guarantees discussed with US Presidential Envoy Amos Hochstein set of military measures that include the withdrawal of Hezbollah fighters, the dismantling of weapons depots, and the transfer of security responsibility to the Lebanese army in the border areas.

This development constitutes a turning point in the implementation of Resolution 1701, and requires full political support.

This is in the political scene, but in the field, the military escalation continues, and the Lebanese are facing military threats and daily airstrikes that destroy many facilities and infrastructure in various regions, so things seem to be on the verge of collapse, with the absence of any real progress towards a ceasefire or a political solution.

 Lebanese parliament member Adeeb Abdel-Masih believes, through ANHA agency, that with the increase in regional tensions, the Iranian and Syrian roles appear as influential factors in formulating future solutions, as no settlement on the Lebanese front can be completed without coordination with these parties.

 Abdel-Masih stressed that US President Donald Trump will reap the results of the truce when he takes office next January, and in the lost time Israel will continue its military operations, but the pace of bombing will gradually decrease. Therefore, the ceasefire will not be immediate but will be gradual, which means that Netanyahu will continue his operations until he achieves his goals and gains more negotiating cards, in addition to preparing the ground for implementing Resolution 1701 in a manner consistent with Israeli interests.

 Coordination with Iran and Syria is essential to achieving any settlement

 Despite the positive atmosphere and the ceasefire proposal that has reached its final stages, the dilemma remains in the Iranian-American position and how they deal with the situation, as the settlement cannot be achieved without coordination with Iran and Syria, according to Abdul-Masih.

 Abdel-Masih stresses that any implementation of the resolutions will be subject to challenge and violation in the future, especially since Syria seeks to control its borders with Lebanon, while Iran must stop sending weapons to Hezbollah, which requires Iranian and American approval with clear guarantees.

 Abdul-Masih believes that Hezbollah may accept the terms of the proposal if it is consistent with Iran's interests, which is negotiating behind the scenes. The implementation of Resolution 1701 is also expected to witness significant development, with the cooperation of the Lebanese Forces and UNIFIL.

 Despite the relative progress in the negotiations, challenges remain, especially with regard to coordination with Iran and Syria to ensure the implementation of the agreed upon resolutions. The implementation of Resolution 1701 requires huge political and military investments, and security guarantees are necessary to ensure the sustainability of any settlement. In light of the ongoing military escalation, hope remains that international and regional efforts will lead to the establishment of a real truce, allowing Lebanon to regain its stability away from permanent tensions and conflicts.
