Researcher clarifies goals of “No Paper” Jordan, Darar sends message to Arab states

 During the past few days, the media focused on the Jordanian document on Syria, and at a time when journalist and analyst Hussein Omar indicated that the goals of this document are purely economic, the co-chair of the Syrian Democratic Council, Riad Darar, stressed that it does not serve its same goals and sent a message to the Arab countries regarding a solution in Syrian Arab Republic.

 A few days ago, Al-Sharq al-Awsat newspaper published a Jordanian document and a secret appendix to it regarding normalization between Arab states and the Damascus government.

 The document, called "No Paper", states that the ultimate goal of the Arab steps for normalization with Damascus is "the exit of all foreign forces and fighters from Syria who entered the country after 2011," including "the withdrawal of American and Global Coalition forces from northeastern Syria, including the American from Al-Tanf base” near the borders of Jordan and Iraq, after a series of steps according to a “step-for-step” approach, including the beginning of “limiting Iranian influence in certain parts of Syria,” while recognizing Russia’s “legitimate interests.”

According to the newspaper, the Jordanian side prepared this plan months ago, and Jordan's King Abdullah II discussed it with US Presidents Joe Biden in Washington in July, and Russian Vladimir Putin in August, and with Arab and foreign leaders.

 The document, which is located with its six-page appendix, included a review of the past ten years and the policy of Syrian "regime change", before proposing a "gradual change of the behavior of the Syrian regime" after the "failure" of "regime change".

 Jordan's economic interests

 In this context, writer and political researcher Hussein Omar said: "As for the leaked paper, it is not a Jordanian paper alone, but there are several countries involved in, behind Jordan, so that the latter would have the most prominent appearance in this issue."

 Omar added: "In any case, this paper on the Syrian file is an incomplete paper and represents only the economic and political interests of Jordan, because the latter, as it is known, incurred great losses when the Syrian revolution began and the European-Gulf transit line that was passing through Syria was cut off. This economic artery that was feeding  Jordan's economy has largely been disrupted."

 He explained that Jordan "waited year after year until things reached a bad economic situation, as well as the conviction of the countries of the world that this Islamist (Syrian) opposition that is dependent on Turkey has become a prisoner of implementing the Turkish agendas, which is not to allow the existence of any self-rule administration in which the Kurdish people are free to manage themselves."

American duality

 On the American position on this, Omar said: "The Autonomous Administration has been demanding for two years America to exclude its areas from Caesar's punishments, but the Americans argue that this is difficult because this needs special laws, but at the same time America exempts the areas of control (Al-Nusra Front) and Turkey's mercenaries from Caesar's law, and this  American duplicity is known, so when Egypt and Jordan thought about their economic interests and offered America to extend a gas pipeline to Lebanon through Syria, the United States agreed directly without hesitation.

 Omar pointed out that "although the paper includes some points, including the formation of a transitional government, how will it be formed without drafting a constitution. They serialize the points they see without taking into account the Syrian people. This Jordanian paper called it that because it is not binding, or even Jordan will say that it did not adopt it."  In the event that the countries and governments of the region reject it, but it is a Jordanian paper.”

 It did not mention the exit of the Turkish occupation by name..common interests

 Regarding the failure to mention the exit of the Turkish occupation forces within the no-paper, Omar explained that this non-paper "did not come to Turkey by name, it came to Iran, America and Russia, but the Turkish occupation forces were not mentioned, because the transit line that passes through Jordan passes through Turkey as well.  That is why it left the door open. On the other hand, Jordan's relations with Turkey are good, and the Muslim Brotherhood has great activity for Jordan."

 He added, "The Turkish occupation is the most dangerous, not the Iranian, and this is a fact. Iran is infiltrating Syrian institutions with the approval of the regime, and its role cannot be underestimated. Therefore, the American initiative that appeared to the public also did not mention at all the issue of removing Iran from Syria."

The application is subject to the US decision

 On the possibility of implementing this no-paper, Omar said: "Neither Jordan nor any Arab country can impose anything on reality. There are only two countries that impose what they want on Syria, Russia and America if they reach an understanding. The Arab decision depends on the American decision on how it deals with the Syrian regime. As for the visit of the UAE foreign minister, it is a competition between the UAE and Qatar in the matter of dealing with the regimes in the region. This document will not be achieved with the presence of American loyalties and intransigence from the regime and the dependence of the so-called opposition on Turkish agendas, so it will not be implemented."

 Darar: This no paper does not serve its goals

 For his part, the co-chair of the Syrian Democratic Council, Riad Darar, spoke to our agency about this, saying: "Since the Jordanian king has visited America and Russia last July to get out of the problems that Jordan is facing and the challenges that the Middle East is going through, these visits have led to no paper launched by the representative of Jordan at the meetings of the United Nations Assembly, which includes proposals for a solution as seen by Jordan.

 He explained that the no-paper "proposes dealing with the Assad regime again, considering the previous dealings with it costly and did not achieve any benefit in confrontations, and this no-paper through its name reflects an open desire and is subject to discussion and amendment."

 And he added, "But this no-paper also does not serve its goals because of its contradictions in its content. It is silent about the tragedies of the Syrians and the destruction that has befallen them, the killing and starvation that did not harm the members of the regime until the siege. It was only on the people alone, while the elements of the regime are nurtured by corruption."

And Dirar continued, "However, it offers the regime incentives in exchange for some measures that will not reduce the sanctions, will not serve the solution, and will not compensate the poor people.

The regime will deal with it as it does with the rest of the previous committees and solutions. It will give approvals and express compliments, but it will only give up a formality. Therefore, I do not see any possibility to apply it adequately and productively, reaching a real achievement that serves the sacrifices of the Syrian people, who are still suffering under the consequences of these painful years.

 'We have not seen it and it does not offer a solution in the true sense'

 On the SDC's access to this document, Dirar said: "We have not seen it, and no one has contacted it to talk about it."

 Regarding their view of it, the co-chair of the Syrian Democratic Council said: “I think it included a paragraph regarding Syrian democratic forces that might aim at regional and international bargains through this offer.  The American withdrawal is all about flimsy offers that are not a solution because, in the end, they do not offer a solution in the real sense.”

'Damascus will not abandon Iran'

 Regarding the exposure of the no-paper to the withdrawal of foreign forces and the Turkish position on this document, he said: "It did not receive American or European attention, and when it focuses on fighting ISIS cells, the American statements say: the task is not over. In addition, the no paper one talks about increasing Russian influence and sees  It has a way for Iran to get out, and this is a far-fetched matter. Any temptation to the Syrian regime will not be at the expense of the relationship with Iran. The regime trusts only Iran."

 He added: "Russia can agree on the implementation mechanism, but as we are used to, Russia does not exert pressure on the regime and benefits from the continuation of the crisis by rapprochement with the intervening countries and with the Gulf states, empowering its companies and their influence in Syria, and condemning the outstanding issues outside Syria with America and Europe. This all serves Russia. As for the withdrawal of  The Revolutionary Guards and the groups affiliated with Iran, this will be subject to endless maneuvers."

 'It will remain locked up'

 On the possibility of implementing it, he said: "It is not a paper and I think that it will remain locked up in the listing because every temptation in it does not transcend the ambition of the regime and its allies to continue as it is and benefit from the offers for what serves it and partially serves the bidders, and Turkey will certainly not accept to be anything but  the last of the retreaters, as there are no ambitions that can be achieved, and their ambitions exist, and they do not want the gains of Iran or Russia to be greater than its gains, so it will maneuver in the pursuit of a solution and in the post-dissolution gains.

 As for the possibility for Jordan and the Arab countries to have a role in resolving the crisis and implementing the provisions of this document on terrorism or the return of refugees or displaced persons, he said: “I think that no paper aims to provide incentives to the regime in exchange for political changes.  In contrast to the requests put forward on a step-by-step principle, with regard to refugees and displaced persons, it seeks to facilitate voluntary and safe return through a gradual and systematic process as presented under the supervision of the UNHCR, and although the fear of these refugees or displaced persons makes the return process unsafe, they do not secure their lives after experiences that spoke of its consequences.  International organizations were not safe to return, under the pretext that they are wanted by the regime for many reasons, including expressing their opinions and participating in the demonstrations or political positions that they announced. Therefore, this paper is not implemented except through a constitutional mechanism, and it is not possible to return in a safe atmosphere with the treatment that those who returned.”

He added: "Talking about confronting terrorism in the no-paper is also a matter of disagreement. Which terrorism is greater than state terrorism, and how extremism is confronted by all parties. Then the position on Turkey and its occupation of Syrian lands with agreements with controlling international powers and its control over many extremist factions that commit crimes  against the citizens after the Turkish occupations in Afrin, Ras al-Ain and in other areas, as well as coordinating them with what was called the al-Nusra Front, which was branded with terrorism. What is the price offered to it to activate this no card?

 The co-chair of the Syrian Democratic Council, Riad Darar, explained that "the issue is complex, and therefore it is not easy to find practical steps that can be implemented by all concerned, whom the no-paper calls foreign and foreign forces."

 'Its goal is to break away from the Geneva solutions'

 Regarding the goal of this no-paper, Darrar sees: "The aim is to break away from the Geneva solutions and to retract Resolution 2254, no matter how frequently this resolution is mentioned in the no-paper, because it is not possible to rely on the regime to participate in solutions without referring to the transitional governing body in which it says  Resolution 2254".

 He added, "Therefore, no paper dilutes the solution and seeks to return the regime to the Arab system as a temptation because this is an international, regional, Arab and Israeli demand as well. This temptation is a fulfillment of the regime's goals and objectives, that it has become satisfactory to it under the slogan of stability that transcended the Arab Spring and a return to the security regimes that ruled after they became  Its states are weak, their will is weaker, and their strength is at the bottom and is under the auspices of the controlling powers, in addition to the transition by the major powers to managing new crises in the Gulf conflict and Iran, Turkey’s competition with Iran, and about Israel’s new role after normalization and America’s emptiness of China.

 Darrar for Arab Countries: This paperless is not a way to a solution

 Riad Darrar sent a message to the concerned Arab countries and to those who prepared the paper, saying: "Our message is that this paperless is not a path to a solution, but a new adoption of the system and not a way to address the humanitarian crisis despite its long talk about that crisis because the political solution is the one that solves crises and that the return of the regime  To the Arab League, you will not make him change, for he is victorious in the eyes of himself, and the Arabs are returning to him and they hope for his forgiveness and honor by having the opportunity to attend among them, perhaps in Algeria, and therefore things will be back as they began, and this is not the desired achievement.

 Dirar added: "We believe that a change in the regime's policy is required, but also a change in Arab policies towards Arab issues and humanitarian issues in the region. It is also seriously required from the world itself to look at the sacrifices of the Syrian people with a true human eye, even if they wish to put their interests ahead of  account for that."
