 The local negotiating committee in Daraa was subject to Russian conditions, including comprehensive settlements, the handover of light weapons, and other conditions that restore the control of the Damascus government to Daraa al-Balad, while the Islamists in Morocco were defeated, the last stronghold of the Brotherhood in the region.

 It seemed clear that Israel is concerned and seeks to support the Palestinian Authority, which is known for its orientation towards the peace line, in the face of the growing popularity of those who base military action on the Palestinian scene, namely Hamas and Islamic Jihad.  To this end, Israel has recently taken a series of steps.
