PADÊ demands Shengal be a decentralized governorate

All these were disclosed in the final statement of the conference held by the party in it's third conference.

The conference was held in the Degori society in Shengal Province with the participation of 150 members of the party representing organizations and association s of the party. The statement reads as follows:

''Due to the political situation and variables in Iraq and developments in the Middle East, democracy and globalization, Yazidis ought to play their supposed role as they were the foundation stone on which all civilizations were built in the cradle of civilizations, Mesopotamia, as there were no political representation amounts to the needs of this community it was decided to form the Freedom and Democracy Party, the PADÊ, to lay the foundation for the principles of freedom in this country, and to call for human, cultural, social, historical and religious rights for the Yazidi community in Iraq and the world as a whole, and to unify the voice of the community all over the world, where the Yazidis live in line with latest developments as others.  

''we reject the infamous Baghdad-Hewler Agreement, it was the Yazidis that fought the terrorist organization of ISIS as the Iraqi Army nor the Peshmergha Forces defended us, on which we made immeasurable sacrifices for the sake of Shengal and Yazidis.    

''today, we support the decisions that call for the return of the IDPs to rebuilt the city again, and to settle all administrative issues, but what is of great concern to us the decision taken on the administration of the city, as we reject utterly any administration against the will of Yazidis, without taking into account the sacrifices given. 

The demands set by the people in Shengal are as follows:

1-Calling for the issue of IDPs return not to be politicized, and that the Federal Government to ease the return of IDPs to Shengal, without harassing to get the security permits for that, that last for at least two months.

2 - we call for the Shengal Province to be made a decentralized governorate, affiliated to the Federal Government to preserve our rights and the gains made.  

3-we call on the Iraqi Government as well as the international community to recognize the genocide against the Yazidis and to decompensate them by an administrative independence to liberate them from the political struggle on their lands and against their national and religious identity, to achieve stability in Shengal to be rebuilot again. 

4-we call that Shengal be out of the 140 article as well as rejecting all compromises and struggles by all parties, for we oght to be the sole part that determines our problems and issues.

5-including Shengal to be compensated for all destruction, martyrs, wounded and the abducted, as for the time being no house, martyr, missing is being included to be compensated for in spite of all breaches and massacres that being inflicted. 

6-we call for the annulment of the infamous Baghdad-Hewler Agreement, as it was signed by two parts, without taking into account the will of the main concerned part, that make up more than 250,000  Iraqi-Yazidi people in Shengal.    

7-it is not fair to target one side in the agreement, that is the Yazidi factions that defended Shengal against the ISIS after they were let down by the forces that supposed to defend them, as well as targeting the Shengal Resistance Units, Women Protection Units and the Internal Security Forces to which Yazidis belong, as having the primary role in liberating Shengal and to preserve peace and security after it was liberated. 

8-calling for the August 3^rd, 2014 massacre to be recognized as a genocide.

9-special tribunal to indict all aiders in the entry of ISIS into the region of military and administrators as well as politicians for the justice to be done. 

10-sparing no efforts for the return of all abducted and to re-integrating them into society.

11-providing all necessary services for the IDPs to return to their homes.

12-securing all rights of the martyrs and victims of ISIS

13-compesating all those hurt by the ISIS and military operations

14-forming a special committee from all components to rebuild Shengal and allocating a budget corresponds to the losses

15-putting an end to the Turkish bombardment on the Iraqi territories and on Shengal in particular that paves the way for the return of IDPs

16-calling for the unification of all Yazidis especially on the political arena and organizing the Yazidi community in general

17-coording efforts by our party and all Assyrian, Christian and Arab parties in Nineva
