Afrin and the ongoing uprising of the people for it

The year 2018 witnessed a strong uprising and solidarity in the north and east of Syria because of the attacks of the Turkish occupation on Afrin, where the largest gatherings of the people were organized to go to Afrin and join the resistance since the beginning of the attacks on 20-1-2018 for 58 days and the support of the people of Afrin in all fields in the camps of Berxwedan and Serdem and areas of al-Shahba continuously to this moment.

Organization and work at the social and service level

The most important step of this year taken by the Autonomous Administration was the formation of the local councils of the north and east of Syria in January after democratic elections overseen by independent regional, international and local committees in the region.

The other event was in al-Raqqa and Deir ez-Zor and the efforts to restore life to them after liberation. It witnessed a great service and organizational activity in record time, the most important of which was the restructuring of al-Raqqa Council to form its Legislative and Executive Councils with 250 members in both councils on 10-1-2018.

The Democratic Civil Administration in Deir ez-Zor announced its Legislative and Executive Councils as a historic event for the region and its people on 2-2-2018 as a step to expand the Deir ez-Zor Civil Council's system in order to manage the areas liberated by the Syrian Democratic Forces (SDF).

The new World Summit of Dutch Art and Engineering opened the Conferences Hall (People's Parliament) in Dêrik on 9-4-2018 after two years of work in coordination with the People's Municipality and the Foreign Body in al-Jazeera region.

In a qualitative leap at the level of Manbij region to keep abreast of developments in the region and to stand up to the Turkish threats on Manbij and northern Syria, the youth of Manbij held their first conference on 26-1-2018 in order to organize themselves according to the requirements of the stage.

On May 14, 2015, the Municipalities and Environment Commission signed a memorandum of understanding with the Italian National Union of Municipalities (ANCI) in cooperation with UPP Organization and in consultation with the Italian Ministry of Foreign Affairs (MFA) in support of municipalities' development in northeastern Syria, where coordination and mutual support were provided in several service areas.

The municipalities' activity in the field of maintenance and rehabilitation of roads in the regions of al-Jazeera and the Euphrates was remarkable, the most important of which was the maintenance of the entrances of the city of Qamishlo and opening the crossing road of Sêmelka and several main roads in the countryside of al-Hasakah, in addition to the restoration of the roads of the cities of Kobanî and al-Raqqa as much as possible.

In addition to the great efforts of the Committee for the Reconstruction of al-Raqqa in the opening of roads, the processing of 8 bridges to connect the countryside with the cityj, the provision of residential neighborhoods to live after the return of the people and the delivery of drinking water to 105 villages of the Municipality of al-Jerniya in the Euphrates region after the replacement and maintenance of water networks in the region.

In economic terms, the Economic Body in the regions of al-Jazeera and the Euphrates has started to distribute seeds to the farmers through licenses to benefit with debt or nominal prices relative to the market. As well as the establishment of an industrial city in Girkê Legê district for the Industrial Chamber of al-Jazeera region.

Services in the health domain

At the end of February, the National Hospital was renovated in al-Tabqa city to enter most of its sections to work in the service of parents and their patients. As well as the rehabilitation of the National Hospital in al-Kesrat city in Deir ez-Zor on 16-11 2018, in addition to the opening of field health committees intensively in the rural camps of Deir ez-Zor and al-Raqqa to serve the displaced who were liberated by SDF during the recent fighting to end IS terrorism in eastern Euphrates.

In a crucial step in the health sector, the Health Committee in the Autonomous Administration has fully prepared the arrangements for the opening of the Cardiology and Eye Hospital in Qamishlo during the new year, and opened a special center for the Blood Bank and a center for the treatment of Thalassemia disease in al-Raqqa to treat more than 200 infected children.

Education

With the start of the 2018 semester, the Education Body introduced the new curriculum in the three languages from the primary to the first grade of the secondary level, in addition to preparing a special curriculum for the Syriac component of the elementary and preparatory stages with the addition of Jineolojî subject to the secondary first grade.

Despite the great damage suffered by the students in the region of Afrin because of the Turkish occupation and war crimes against human beings, the monuments and nature, the Committee of Education in the camps of Berxwedan and Serdem carried a great responsibility and great efforts to activate education at all stages in the camps, where they absorbed 5,205 students for the stage of primary school, 775 for the preparatory school, and 449 secondary school's students. The number of teachers who teach them is 943 teachers.

In addition, 317 schools have been equipped in Manbij and 10,100 students and 350 schools have been received in Tel Abyad canton to receive 50,711 students. In al-Raqqa, 281 schools were renovated and rehabilitated for 120,000 students, in addition to 12 centers for receiving teachers in the rehabilitation courses. In al-Tabqa there are 200 schools for 57,493 students. In Deir ez-Zor as the Civil Administration has equipped 450 schools with 108,000 students.

The first conference of the Autonomous Administration universities of North and East Syria was held on 19-20 October with the participation of administrators, students, academics, intellectuals and universities' professors in a move considered the first of its kind in order to unify the laws and educational frameworks within the universities in the north and east of Syria.

The first batch of students of the Kurdish Literature and Educational Sciences at the University of Rojava was graduated at the end of October, reaching 118 students. During the year, more than 150 students were received from the universities of Afrin region to complete their studies at the colleges of Rojava in Qamishlo and Kobanî. In addition, the two departments of Natural Sciences and Arabic Literature were added to the University of Kobanî and its branches in the Euphrates region.

Cultural and artistic activity

The Golden Crescent (Kevna Zirîn) opened its cultural center in Kobanî canton on 2-3-2018, which deals with the cultural and artistic activities of women.

At the initiative of the Culture and Art Movement in Kobanî, the people of the canton wrote 8,000 letters for the Kurdish leader Abdullah Ocalan at the beginning of January, in an expression of their association with their leader.

During April, the Culture Movement, in coordination with the Autonomous Administration bodies organized several festivals in order to develop the children's talents in the regions of al-Jazeera and the Euphrates and in al-Shahba canton.
