Al-Qaftan: Solution lies in drafting new constitution with everyone’s participation

Ibrahim al-Qaftan’s talk came during an interview with Hawar news agency about the latest political developments in the Syrian arena in general and the file of Idlib and the demilitarized zones that were established under an agreement between Russia and Turkey in particular and its repercussions on the Syrian crisis.

The solution to the Syrian crisis lies in the drafting of a new constitution and the definition of its implementation’s mechanism

Al-Qaftan started with the issue of Idlib, noting that the reality of what is happening in Idlib is a proof of instability in the area and that Turkey does not want stability and a comprehensive solution to Syria. Russia is interested only in its interests, and if it wants to solve seriously, the solution is possible as we put forward many solutions and most important of these solutions is the drafting of a new constitution for Syria. In the absence of a new constitution, there would be nothing new in the Syrian file, and there would be no solution because the Syrian crisis did not come out on an ethnic, religious or sectarian basis as Turkey wants to promote, but it is a dispute over the mechanism of the constitution’s implementation. Syria has a constitution, but how it its provisions were applied? It was just ink on paper and practically the security forces and intelligence are those who control everything and do whatever they want without regarding the constitution and laws, so the entire Syrian people revolted for freedom and change.

He said, "If the Syrian regime or Russia wants a radical solution, they must consider the cause of the problem and the crisis which was created. The cause of the problem was not personal or purely national or social among the Syrian society. It is known that the Syrian society has coexisted with each other and with all various sects for decades and did not have any rivalry and battles, but the recent Syrian civil wars and the feeding of nationalist and sectarian tendencies are the foreign interferences in the Syrian affairs headed by Turkey which disseminated all kinds of toxins among the Syrian society, and deepened the Iranian interference while the former supports the Sunni pole and the other supports the Shiite and Alawi. Both created a deep rift among the Syrian people. If the basic problem is not within the Syrian people, it is the problem of the constitution and how it is applied, and this is what must be changed."

A constitution cannot be put in place to resolve the crisis without the participation of representatives of North and East Syria

On the subject of drafting the constitution, al-Qaftan stressed that it is not possible to develop a future constitution for Syria that can end the crisis without the internal Syrian dialogue and the participation of the entire components of Syria, especially the representatives of northern and eastern Syria in drafting the constitution. He added, "Because the people of North and East Syria are the apostles of peace and democracy throughout the age of revolution and crisis, and with their sacrifices, the terrorism was defeated and the areas were liberated."

On the negotiations with the Syrian regime, al-Qaftan said, "In the past period, the Syrian regime called on a delegation from North Syria for holding a dialogue where there was acceptance by the regime and on this basis, the delegation went to Damascus for dialogue on a negotiating table inside Syria, and we had a view on drafting the constitution in addition to other things as they had views regarding the sovereign and other ministries and the unity of the Syrian territory. We also affirm that we want a unified, decentralized and pluralism Syria, but unfortunately, we do not see the seriousness of dialogue from the regime and their officials resort to the language of threat, instead of unifying the efforts to expel the Turkish occupier and solve the Syrian crisis through the Syrian internal dialogue.

The buffer zone agreement paves the way for division rather than solution

He pointed out that the so-called demilitarized zone which Turkey and Russia are trying to implement is essentially paving the way for dividing Syria and not finding a solution to the Syrian crisis. Turkey is trying to keep its hand in Syria and keep all its mercenary gangs in these areas.

Turkey's threats to Manbij aim to create confusion in a peaceful city

On the continuing threats of the Turkish government to the north and east areas of Syria in general and Manbij in particular, he said, "Turkey is still drawing dreams for itself with a US road map about Manbij and other areas, but so far, we have not seen any US statement confirms what Turkey has said, but on the contrary, all of them show falsehoods of Turkey's claims, the repeated threats of Turkey are attempts to create strife and confusion in the area and Manbij city which enjoy peace, freedom and brotherhood, and which runs itself democratically.
