Aldar Khalil: Transferring all powers to DAA, communes, councils to play government's role

The co-chair of the Executive Body of TEV-DEM, Aldar Khalil said that the third conference of TEV-DEM will adjust the charter of the Movement to ensure the transfer of all powers officially to the Autonomous Administration to represent the committees, councils and administrative bodies and the general administration to play the role of the government in North Syria. The Movement will reshape the organizations and other civil society institutions.

The co-chair of the Executive Body of TEV-DEM Aldar Khalil told Hawar news agency about the changes that will take place in the structure and functions of TEV-DEM during the deliberations and discussions of the Third ordinary conference held in Rumailan town.

We live in a democratic revolution’s stage which requires preparation for all possibilities and developments

On the reasons of change and transformation in the functions and structure of the Movement, Khalil said, "As long as we are passing through the stage of the revolution, especially the democratic revolution, we always have to be prepared for all possibilities and developments. On the one hand, we must evaluate the previous stage and on another hand, we must put plans of work, restructure and organization in preparation for the next stage."

Khalil said that since its establishment, the Movement has put a road map on how to manage the society and how to organize it. "The various committees were formed to manage the affairs of the society and it succeeded."

The Movement led the early stages of the revolution

Khalil stressed that TEV-DEM was able to establish the Democratic Autonomous Administrations and formed the cities’ councils and communes and added, "All these were the results of TEV-DEM's work. The Movement represented leading the early stages of the revolution."

Transferring all powers to the Autonomous Administration

On the issue of the social transformation and the transition that was mentioned in the speech of the joint presidency of TEV-DEM, Khalil said, "What we are talking about of new changes in the Movement actually took place in 2014, where the committees of the Movement were transferred to the Democratic Autonomous Administrations, but theoretically, these committees were within the charter of TEV-DEM.

Khalil referred to the transfer of all powers to the Autonomous Administration bodies. Therefore, the communes, councils and administration's bodies will be responsible for the general administration and would be as the government in North Syria. This requires a reconsideration of the civil society organizations and the civil institutions that were part of TEV-DEM. The Movement must reformulate these organizations and institutions again."
