Hassen Mohammed Ali reveals points discussed during meeting with Syrian regime

Hawar news agency (ANHA) interviewed the member of the presidential body of SDC Hassen Mohammed Ali, talking about the details of the meeting held between them and the Syrian regime.

Text of the dialogue is:

First, can you talk about your point of view regarding the political solution to the Syrian crisis?

Recently, many discussions have been held between SDC and the regime. At the beginning, we said that the solution of the Syrian crisis will only come through the Syrian political dialogue. War and militarization have negatively affected our society so that we saw that the solution would not come through arms except using the weapons against terrorism that had tried to change the Syrian reality into hell.

The view of the council has been clear since its inception which is resolving the crisis through the Syrian political dialogue with the true representatives of the peoples of Syria who sacrificed their lives in order to defend their rights.

We, as SDC, considered ourselves in the liberated areas by virtue of the Syria Democratic Forces (SDF) in north-east of Syria such as al-Raqqa, Deir ez-Zor and Manbij so we have liberated them and established local administrations that manage these areas themselves.

We, in Syria and the main section in Syria, considered ourselves the main party of this initiative to resolve the Syrian crisis. We also have an integrated political project and we did not stop our initiatives to hold meetings to discuss the situation and how to solve the Syrian crisis.

Were there any prior dialogues between your delegation and the regime’s delegation before the meeting held in Damascus?

After the Syrian President Bashar al-Assad met Vladimir Putin, they agreed to hold a meeting with the Syrian Democratic Forces. We considered this step as a positive step so we issued an official statement to accept their proposal without any preconditions. There was a need to discuss some service matters such as the dam, electricity and other service matters. The hub of the dam was one of the most important discussions.

At the beginning of the liberation of the dam, SDF said that the dam is a national treasure that belongs to all the Syria peoples so meetings were held between the regime and al-Tabqa Civil Council about the dam’s issue to return its users and equipment in addition to rehabilitating it to put it under the service of the Syrian people to supply water and electricity for our people who have been deprived of them for more than 7 years.

There are still discussions held between al-Tabqa Civil Council and the Syrian regime over the dam. We presented our proposals that we are ready to rehabilitate the dam with the regime because the dam needs a lot of equipment, and it is the property of all the Syrians.

Under the proposals put forward at the meeting of al-Taqab Council and the regime on the dam, the Syrian regime called for holding a meeting with SDC in the Syrian capital Damascus to discuss these service topics.

What are the main themes that you put forward in your meeting in Damascus, and what was the position of the regime?

At the beginning of the meeting, we had a proposal on the Democratic Autonomous Administrations (DAA), the areas which have been liberated from IS "Local Administrations" and the victories achieved by North Syria's people, and this was a model of freedom and democracy. We were able to protect our people and ensure security and stability for them.

Our main item at the meeting was that the Autonomous and Local Administrations in North Syria have been participated by all sects, religions, and components. The Syrian regime proposed the Law 107 on the Local Administration in Syria. Therefore, it decided to discuss these issues and find suitable solutions for them in addition to continuing dialogues among the parties.

What has been published among the media and websites hostile to us on the delivery of areas to the Syrian regime aimed at creating seditions. We confirm that the place that was liberated by the blood of our heroes will not be the subject of deals, and we did not discuss with any party on this subject.

Was the issue of the Turkish occupation of Afrin touched upon?

The view of the two sides was that the Turkish state is an occupying state that occupied many Syrian territories, including Afrin city. According to our point of view, there is no place for Turkey in Afrin and the other areas that it occupied.

As for the liberation of Afrin, there are still negotiations with the international countries because it has become a matter that concerns the countries of the world and the Syrian regime is also a part of it as long as our goal is to unify the Syrian territories. The liberation of Afrin will be a message to all the areas occupied by Turkey. Our main goal remains the liberation of Afrin which is our duty.

What are the other topics that you agree or disagree on with the regime?

Of course, we had and they have many things and the most important of which are the service things that concern the life of the people. The issues of the Euphrates Dam and health were the most important points that were discussed. There were problems between us and them on the issue of the civil registry and the two parties must find a solution to it, as well as the issue of the Autonomous and Local Administrations were partially discussed.

Syria has entered many meetings among them Geneva, Riyadh, Istanbul and others, but they do not have a political vision that is capable to solve the Syrian issue. On our part, we see that in this meeting, we have maintained all the victories achieved by North Syria's peoples and we have done our best to end the problems which our people are suffering from.

The issue of the Autonomous Administration was suggested at the meeting as a reward for the model of fraternity of peoples and co-existence because it includes all North Syria's components and preserves their rights and beliefs. All delegations that visited the Autonomous Administration said that there is no instance of this administration of democracy and freedom to be able to manage the people better.

You talked about the formation of committees of the two parties, what is the task of these committees and what are the axes to be discussed?

In North Syria, three Autonomous Administrations and four Local Administrations were announced to manage the affairs of those areas. In the meeting, it was agreed to form a committee by SDC and committee by the regime to follow-up the issue of the Autonomous Administrations, as well as the Local Administration stipulated in Law No. 107.

The committees will provide their instructions and proposals to the concerned parties to reach an agreement that satisfies the two parties. We say to everybody that our meeting with the Syrian regime is only to dialogue paving the way for reaching negotiations between the two parties. These dialogues are still in their first steps.

All rumors about a second round of meetings between us and the regime are baseless, but we continue holding dialogues and meetings to discuss these matters as they are very sensitive.

Syria is going through a sensitive stage, and we have suffered a lot due to the regional interventions. Syria has turned into a nightmare. We are with the political solution and we are convinced of the political solution and dialogue because they are the right way. We must get away from the agendas, the regional powers and personal interests and rely on one principle which is the Syrian-Syrian dialogue.
