The assistant of the US Secretary State for the European and the European-Asian Affairs Wes Michel said that "It will be difficult to restore relations between Turkey and the United States if Ankara got the system of the Russian S-400 asserting that America is ready to impose sanctions on Turkey if the deal held."

Michel said in a Senate hearing, "We have made it clear frankly to Turkey that if it gets the system, there will be sanctions under the law of combating America's enemies with the help of the sanctions."

It is worth mentioning that representatives of Russia and Turkey signed a loan agreement for the purchase of S-400 in December, 2017. The two sides also agreed to cooperate technologically to develop the production of the systems in Turkey.
