The Russian President Vladimir Putin performed the oath at a formal ceremony; Putin said while putting his hand on the Russian constitution, "I think that it is my duty and my life's goal to do my best for Russia, in its present and future."

According to the Russian constitution, the president, after assuming the office, has the right to submit the nomination of the Prime Minister to the Representatives Council "Duma" to consider it, but he is not bound by a certain deadline to submit this nomination which is the jurisdiction of the president of state.

Dmitry Medvedev was Putin's campaign manager in the presidential elections held in 2000. In 2005, he was appointed as the first deputy of Prime Minister and served as chairman of Gazprom until company till 2008 and won the presidential elections in March 2, 2008.
