After a large increase in the number of displaced persons fleeing the areas of conflict in Syria and their refuge to al-Tabqa, the liberated area by Syrian Democratic Forces since about a year, there was a need to have a mechanism for counting and organizing them, which requires maintaining the security of the area by issuing an arrival card, which gives its holder liberty in movement in the area without exposure and will be treated as a resident, so he can present in public service, in addition to all other matters, including the right to register his vehicle in the restrictions of Transport Directorate in al-Tabqa.

In an interview with ANHA with the Co-chair of the Interior Committee in al-Tabqa, Mazloum Omar confirmed that Interior Committee strives for everything that will manage the affairs of citizens and maintain the security and stability of the area

Omar added that "arrival card contributes to the maintenance of security through the knowing of its holder, especially fleeing from the conflict zones, either from the areas under the control of the regime or Daesh areas to facilitate his movement on security barriers in the area without exposing."

Arrivals card, said the Co-chair of the Civil Register Committee in al-Tabqa Adnan al-Hussein said: "The arrivals have to bring a book from his neighborhood council with residence certificate, accompanied by 4 personal photographs and a copy of his identity card, then this book will be sent to the People House, which also certifies it to return to Civil Registry Committee and grant the card after payment of the fees incurred.

Civil Registry Committee also grants identification cards to persons who have reached the age of eligibility and have not been able to obtain a personal card, or persons who do not have any personal ID in addition to granting a resident card to residents and do not have any proof of residence in the area.
