UN Security Council condemns violence in Suweida, warns of foreign Fighters Threat

The Council expressed its deep concern over the recent escalation of violence in Suweida since 12 July, calling on all parties to adhere to the ceasefire and ensure the protection of civilians.

In a presidential statement adopted unanimously by its 15 members, the Council strongly condemned violations against the population, including mass killings and the internal displacement of around 192,000 people. It stressed the need to allow the United Nations, its partners, and humanitarian organizations full, safe, and unimpeded access to deliver aid.

The Council emphasized that all individuals, including the wounded, detainees, and those who have surrendered, must be treated humanely. It reiterated its call on the interim Syrian authorities to protect all Syrians regardless of their affiliations and to conduct credible and transparent investigations in line with international standards.

It further underscored the need to hold perpetrators of violence accountable and bring them to justice, stressing the importance of inclusivity and transparency in justice and reconciliation processes to achieve sustainable peace.

The statement referred to the 36th report of the Analytical Support and Sanctions Monitoring Team on “ISIS and Al-Qaeda,” reaffirming the importance of combating terrorism in all its forms and warning of the threat posed by foreign terrorist fighters to regional and international security.

The Council also called for a comprehensive, Syrian-led political process based on Resolution 2254 that guarantees the protection of rights and the legitimate aspirations of all Syrians, enabling them to determine their future peacefully and democratically. It renewed its support for the United Nations and the Office of the Special Envoy in facilitating the political transition in line with UN principles.
