Preliminary lists for electoral bodies in Hasakah, Kobani announced 

The Higher Committee for the “Syrian People’s Assembly Elections” issued a preliminary list of the names of members of the electoral bodies in the electoral districts of Hasakah Governorate, which include Hasakah, Qamishlo, and Dêrik, in addition to the Kobani district, as part of the procedures to complete the formation of the electoral bodies in the areas covered by the temporary electoral system.

According to the text of the decision, the issuance of the preliminary lists is based on the “Constitutional Declaration,” as well as Decrees No. 66 and No. 143 of 2025, in addition to the outcomes of the work of the subcommittees, which in turn announced the preliminary lists of members of the electoral body in those districts.

According to the decision, the preliminary lists issued in the districts of Hasakah, Qamishlo, Dêrik, and Kobani will undergo a final review stage by the Higher Committee for the “People’s Assembly Elections,” in preparation for approving the final lists and determining the electoral quorum for each district in accordance with the adopted temporary electoral system.

The decision also grants any interested party the right to file an appeal against the preliminary lists of their electoral district before the Appeals Committee in the governorate during Monday and Tuesday, May 18 and 19, with the appeals to be reviewed in accordance with the applicable legal procedures.

This development comes less than a week after the announcement of the formation of subcommittees in those areas, amid local questions regarding the mechanism for selecting members of the electoral body, the nomination criteria, and the speed with which the lists were completed within a short period of time.

Under the temporary electoral system, the electoral body consists of a group of individuals selected within each electoral district according to specific conditions and criteria stipulated in Decree No. 143 of 2025. The subcommittees are responsible for preparing their lists and verifying their eligibility before submitting them to the Higher Committee for approval.

Conditions for membership in the electoral body

The following conditions must be met for acceptance as a member of the electoral body within the approved electoral districts:

1. The applicant must hold Syrian Arab nationality, as confirmed by the approved civil registry records.

2. The applicant must be at least eighteen years old on the date the preliminary electoral body lists are approved.

3. The applicant must possess full legal capacity and must not be legally incapacitated or deprived of legal competency for any reason.

4. The applicant must not have been convicted of a felony, a disgraceful misdemeanor, or sentenced to a penalty involving deprivation of civil rights, unless legally rehabilitated.

5. The applicant must not be deprived of civil or political rights under a final judicial ruling.

6. The applicant must have a good reputation and conduct, and must not be involved in corruption cases or crimes affecting state security or the dignity of public office.

7. The applicant must reside within the electoral district in which they perform their duties, or have a proven legal or social connection to it as determined by the competent subcommittee.

8. The applicant must not be employed in the higher or sub-electoral committees, in order to prevent conflicts of interest.

Members of the electoral body are tasked with participating in the selection of members of parliament in Syria within their respective electoral districts.

According to the announcement, the number of names within the electoral bodies reached 172 in Hasakah, while the number of members in Dêrik reached 104, in Qamishlo 251, and in Kobani 128, amid a clear lack of women’s representation.
