Ilham Ahmad reveals detail of Damascus meeting, integration process

In her interview with ANHA Agency, Ilham Ahmad stated that the meeting, held on April 15 in Damascus, brought together herself, the Commander-in-Chief of the Syrian Democratic Forces (SDF) Mazloum Abdi, and the head of the Syrian Interim Government Ahmad al-Sharaa. The discussions focused on the progress of the integration process, along with the obstacles and challenges it faces.

Decision to Be Made on Education

Ilham Ahmad noted that the meeting concentrated on the difficulties hindering the implementation of integration, explaining that both parties—the Autonomous Administration and Damascus—are working to overcome these challenges.

She added that one of the most important issues discussed was the education system, as certificates have not yet been recognized. She said: “A long time has passed since the January 29 agreement, yet this issue remains unresolved. It was agreed that the Ministers of Education and Higher Education will soon visit Al-Hasakah province to establish a mechanism and finalize this file. Further meetings will also be held to discuss the education system and language of instruction, and decisions will be made accordingly.”

She clarified that administrative steps so far have been limited to appointing directorates in the health and education sectors, while the remaining directorates will be determined soon, along with a new mechanism to complete appointments in institutions.

Integration Process

She recalled that some steps have been taken within the framework of integration, but the process is progressing slowly.

She indicated that progress has been made in appointing regional representatives, though further steps are still required regarding appointments in ministries and directorates.

Border Crossings

Regarding border crossings, considered a key issue in the integration process, Ilham Ahmad explained that a management mechanism has been established for the Semalka crossing and other crossings. Employees working under the Autonomous Administration continue their duties within the framework of integration.

Emerging Challenges

She pointed out that several problems have emerged during the implementation of this mechanism, including: 

“Some directorate heads were previously appointed by the interim government after the fall of the Assad regime, creating complications that require agreement regarding these officials. There are also many cadres from the Autonomous Administration who should not be excluded. A consensus must be reached on the appointments proposed by the Autonomous Administration and those determined by the interim government.

The Autonomous Administration has extensive experience, which must be taken into account. Competence and experience are essential in appointing officials. Changes should be based on specialization, and most importantly, on serving and representing society—especially as Kurds, Syriacs, and Arabs live together in this region.”

Women’s Representation and Obstacles

Ilham Ahmad emphasized that women’s representation and will remain a challenge. She said: “A large number of women work within the Autonomous Administration. Structurally, there are some similarities between its institutions and those of the government, but differences exist at the level of directorate management.

Within the integration framework, both women and men are being nominated for positions. However, so far, only men have been appointed as directors of health and education. Therefore, women’s participation must be treated as a priority and given a significant role. There are serious difficulties and obstacles in this file.”

YPJ File on the Agenda

She noted that the issue of the Women’s Protection Units (YPJ) is also among the obstacles. She said: “Although no new outcome has been reached regarding YPJ, the file remains on the agenda. Discussions on formalizing YPJ are ongoing within the interim government’s agenda and will continue until an agreement is reached.”

Parliament Representation

She explained that another aspect of integration involves selecting representatives for Al-Hasakah and Kobani in the Syrian parliament (People’s Assembly). Work is being carried out through a central committee and a preparatory committee in Al-Hasakah, with the latter having the authority to take initiative.

Reorganization of Municipalities

Ilham Ahmad also addressed the municipal system in Rojava, stating that it will be reorganized within the new system to ensure better service delivery to society. She stressed that democracy develops through representation and service, adding that there is readiness to enter the new phase.

Constitution Drafting

Regarding the drafting of a new Syrian constitution, Ilham Ahmad said that once Rojava’s representatives in parliament are determined, the constitution file will be seriously addressed. She added: “Kurds will have a role in the committee drafting the new constitution. Syria needs a new constitution, and the drafting committee must include representatives of all components. Kurds are essential partners in building this country and will have an important role in the coming phase.”

Detainees File

She also noted that the detainees’ file has not yet been closed, stressing that the meeting emphasized the need to release all detainees as soon as possible.
