DAA’s certificates equivalency remains pending amid ongoing official talks 

The file of certificates issued by the DAA’s educational institutions in North and East Syria, including school and university certificates, is still under review at the state level, without any clear implementation steps so far, despite ongoing discussions between relevant parties and government bodies, as well as previous meetings held within a framework of understandings related to integrating educational institutions in the country.

In this context, the Minister of Higher Education and Scientific Research in the Syrian interim government, Marwan Al-Halabi, confirmed that the issue of equivalency of certificates issued from outside Syria is being directly followed up by the ministry, noting that work is underway to process authentication and equivalency requests according to mechanisms that combine academic accuracy with expedited procedures.

Despite these statements, the same file remains suspended at the domestic level. The issue of recognition and equivalency of certificates from DAA institutions is still facing a practical standstill, amid wide student anticipation for any executive steps that would resolve the future of thousands of students and graduates.

According to informed sources, a meeting was scheduled to be held in Hasakah governorate last week, bringing together the Education Authority and the Rojava Universities Coordination with the Ministries of Education and Higher Education in the interim government, to discuss a mechanism for recognizing and equating certificates of the DAA’s curricula at various educational levels.

This comes within the framework of understandings linked to the 29 January agreement between the Syrian Democratic Forces (SDF) and the interim government, related to the integration of educational institutions. The Ministry of Higher Education had previously announced steps regarding the integration of the University of East within a branch of Al-Furat University, with indications that the certificates of its graduates would be recognized in accordance with legal frameworks.
