However, challenges remain regarding the mechanism for implementing the agreement and the positions of the parties involved.

Trump said today that the “Board of Peace,” which he chairs, has reached an agreement on the complete disarmament of Hamas and other armed groups in the Gaza Strip, describing it as a “landmark moment” in implementing his 20-point plan to end the war in the territory.

In a post on Truth Social, Trump said the agreement would be implemented in stages, with the disarmament of factions coinciding with a gradual withdrawal of Israeli forces from Gaza. He added that an international force would be responsible for stabilization, alongside a new Palestinian police force tasked with maintaining security, while a new Palestinian government would administer the Strip in cooperation with the “Board of Peace.”

Trump also thanked Egypt, Qatar, and Turkey for their mediation efforts, saying the agreement “represents a very important step toward Gaza finally coming under the rule of a new Palestinian government that will work closely with the Board of Peace to assist the Palestinian people.” He added that the agreement would also “provide Israel with the security it deserves.”

The announcement comes as negotiations have continued for weeks in Cairo, involving a Hamas delegation and Egyptian, Qatari, and Turkish mediators, with the aim of consolidating the ceasefire agreement reached last October and moving to its second phase, which includes arrangements related to governance, security, and the future of the Gaza Strip.

Despite the U.S. welcome of the agreement, its implementation mechanism remains dependent on the approval of the parties involved. Media reports indicate that disagreements persist over the sequencing of the Israeli withdrawal and the disarmament process, making the ongoing Cairo talks crucial in determining the agreement’s future and whether it can enter into force.

Hamas official Ghazi Hamad said that the group’s approval of the comprehensive “peace agreement” came after consultations with various Palestinian factions, with the aim of ending the war and saving Palestinians from the difficult humanitarian conditions in Gaza. He stressed that the movement had made political concessions to achieve this goal but would not abandon its political project.

In an interview with Al Arabiya, Hamad said the agreement was reached under “difficult and harsh” circumstances facing the Palestinian people, explaining that the priority was to save civilians and end the ongoing humanitarian suffering in the Gaza Strip.
