The Syrian Democratic Council and the National Coordination Committee for the Forces for Democratic Change announced a "consensus document" consisting of several principles in which they affirm the necessity of resolving the Syrian crisis with the participation of national democratic political forces, leading to the transformation of Syria from centralization to pluralism, and in which they express their rejection of all projects of division and separation.

The announcement of the document came during a press conference, held this afternoon at the center of the Syrian Democratic Council in the city of Qamishlo.

The co-chair of the Syrian Democratic Council, Amina Omar, and a member of the Presidency of the Council, Janda Mohammad, participated in the press conference, while the co-chair of the Syrian Democratic Council, Riyad Derar, participated via the Zoom application from the Austrian capital, Vienna

On the part of the National Coordination Body for the Forces for Democratic Change, the General Coordinator of the Commission, Hassan Abdel-Azim, and members of the Executive Office of the Commission, Abdel-Qahar Saud and Izzat Muhaisen, from the Syrian capital, Damascus, participated, along with Nour Al-Awaki, who is also a member of the Executive Office of the National Coordination Body for the Forces for Democratic Change.

Highlights of the "Document of Understanding"

The document focuses on the unity of the Syrian lands, the need to draft a national constitution, the rejection of separatist and divisive projects, and the need to find a solution to the Syrian crisis through the Syrian national forces, and stresses that the Syrian wealth belongs to the entire Syrian people.

It also stresses the importance of the pioneering role of youth in the present and future of Syria.

In the introduction to the document, which was read by a member of the Executive Office of the National Coordination Body for the Forces of Democratic Change, Nour Al-Awaki, "The agreement document between the National Coordination Body and the Syrian Democratic Council.

Today, Syria is exposed to exacerbating and successive dangers and crises, as a result of the destructive policies pursued by the tyrannical regime and its security pillars, which have led the country to a disturbing situation that threatens to confiscate its future and fragment its unity, land and people.

The massive destruction, the absence of state institutions, the economic collapse, the signs of the rupture of the national fabric and the loss of the basic necessities of life, all of this and other deteriorating conditions require the mobilization of all the energies of the Syrian homeland and the people in a mission of change and rescue to move from the state of authoritarian and security state to the state of the national democratic state. In order for Syria to be able to consolidate its independence and unity, and for its people to be able to seize the reins of affairs and manage their affairs freely, and our feeling that the current moment imposes a national and responsible stance that takes the country out of the disastrous situation it is living in and spares it from existential dangers looming on the horizon, made Syria in dire need for the concerted efforts of all its people in facing the challenges of war and peace.

The document stated that the agreement between the two parties came after several meetings in order to solve the Syrian crisis, "therefore, representatives of the National Coordination Committee for the Forces for Democratic Change and the Syrian Democratic Council called together and held several meetings to search for a way to solve the crisis in the structure of the regime." And getting out of the national crisis that resulted from tyranny and its security and military options, and from the regime’s failure to recognize its truth, nature, and dangers, and its rejection of all internal and external calls for a political solution.

The document identified 5 principles that were agreed upon, namely:

1.The establishment of a broad Syrian national democratic front for the forces of the revolution and the Syrian opposition that adopts the project of national democratic change and the transition from tyranny to democracy represents today an urgent necessity to extricate Syria from the disaster it is going through.

 

 

2.The two parties believe that the success of the national political solution to the Syrian crisis is achieved with the participation of national democratic political forces in the political process without exclusion in accordance with Resolution 2,254 of 2015 and all relevant UN resolutions, in a way that guarantees the achievement of political transition and transitional justice, ending the tyranny regime and its generators, and eliminating terrorism by all means. Its forms, contributing to the achievement of democratic national change, and building a politically pluralistic democratic state with a decentralized system that the Syrians agree upon in the future constitution and on the entire Syrian geography, a modern democratic state, a state of law, elected institutions, separation of powers and peaceful transfer of power, and a state that is neutral towards religions, sects, components and all groups social, which achieves free citizenship with equal rights and duties for all individuals and components of the Syrian people without discrimination or exclusion on the basis of nationality, religion, sect, class, gender or political orientation. And it adheres to the contents of international legitimacy for human rights and international humanitarian law. This sovereign state and the people’s arbitration in it is the state capable of facing all challenges, restoring its sovereignty, unity and territorial integrity, and securing the requirements of a free and decent life for Syrians according to a new national constitution.

3 .The National Coordination Committee and the Syrian Democratic Council adopt the national democratic project that guarantees the preservation of Syria's geographical and political unity, and rejects all divisive and separatist projects and attempts that threaten the unity of Syria's land and people, and work to expel all armed factions, non-Syrian militias, and foreign forces present on Syrian soil. They assure not to rely on any third party.

4. The national political solution to the Syrian crisis is the only solution that spares our country the dangers and fulfills the aspirations of our people as it is the safe way to preserve the unity and sovereignty of the country. In line with this position, the war must be stopped and violence in all its forms and military operations on Syrian territory must be ended, foremost of which is the security and military solution that led by the regime against the Syrian people, and that this measure be accompanied by the release of all prisoners of conscience in the prisons of the regime and other prisons throughout the Syrian territory, and the abolition of all kinds of prosecutions of politicians inside and outside Syria, and knowing the fate of those killed by torture, and the disappeared and forcibly disappeared in detention centers and prisons, and the rejection of all forms of demographic change and starting to take measures to ensure the safe and voluntary return of all the displaced within Syria and the forcibly displaced outside it to their original areas of residence.

5. Fighting corruption in all its forms, emphasizing the advancement of the national economy, and considering the national wealth as the property of the Syrian people, for a better life for the citizen, and working to prevail justice and the independence of the judiciary in a way that preserves people’s rights and dignity, and empowering women to exercise their role in the state and society, and supporting youth to do so leadership role now and in the future.

After completing the reading of the "document of understanding", the co-chair of the Syrian Democratic Council described it as "historic", and confirmed that they will continue the dialogue in order to solve the Syrian crisis.

In turn, the co-chair of the Syrian Democratic Council, Riyad Derar, expressed his hope that the document would serve as a starting point for dialogue between the national forces.

For his part, the General Coordinator of the National Coordination Body for Democratic Change, Hassan Abdel-Azim, praised the document and considered it an important step to solve the Syrian crisis.

The National Coordination Committee for the Forces for Democratic Change consists of several political parties and independent opposition figures from inside and outside Syria, with the aim of building a democratic system and strengthening national unity.
