Qamishlo CF confirms: future Syria to be democratic, pluralistic, decentralized state

 The Qamishlo Consultative Forum stressed that the future Syria would be a democratic, pluralistic, decentralized state, and stressed that the Kurdish issue in Syria is a national issue par excellence, whose solution is an urgent task of the democratic national stage. The current tragic reality of the Syrian people cannot be overcome without solving it.

 After the discussion on the importance of decentralization for the future of Syria was completed, the round table session began to crystallize what was agreed upon during the discussions of the interlocutors in the Qamishlo Consultation Forum, which lasted for two consecutive days.

After the discussions were completed, and all the interlocutors agreed on the terms and outputs of the final statement, the statement was read by a member of the Preparatory Committee for the Conference of Democratic Forces and Personalities, Janda Muhammad.

 The following is the text of the final statement of the Qamishlo Consultative Forum:

 Representatives of political, societal and cultural forces, civil society representatives and independent political figures from most regions of Syria met at the invitation of the Preparatory Committee for the Conference of Democratic Forces and Personalities in Qamishlo over two days, September 16 and 17, 2022, for dialogue and discussion about the necessity of a political solution and the importance of the unifying Syrian national identity and the concept of decentralization in Syria.

The dialogues dealt with the failure of the political process according to its external path, from the Geneva to the Constitutional Committee, and indicated the weak representation of the Syrians in it by excluding the most important democratic opposition forces, in addition to the lack of political will of the two negotiating parties, the regime and the opposition, as well as the association of some opposition parties with non-national foreign agendas.

 The participants stressed that there is no military solution to the Syrian crisis, and tha is the only way out of the crisis in accordance with Security Council Resolution 2254, through direct negotiation between the two parties to the conflict, the regime and the real opposition that expresses the goals and aspirations of the Syrians under international auspices.

 They also stressed the importance of these forums held by the Preparatory Committee for the Conference of Democratic Forces and Personalities to reach the formation of a political body that participates in the political process, capable of achieving the goals of the Syrians in transition and democratic change.

 About the national identity

The participants in the meeting agreed that the tyrannical regime impeded the building of a comprehensive Syrian identity by relying on nurturing prejudices and differentiating between minor (pre-national) identities.

They also emphasized that the comprehensive Syrian national identity combines under its roof national, ethnic, cultural, religious, class and social diversity on the basis of full and free citizenship.

 The participants unanimously agreed that the future Syria should be a democratic, pluralistic, decentralized state.  Interventions varied on the forms of decentralization that were hoped for, and they emphasized that a strong state needs a strong democratic decentralization system that prevents the reproduction of tyranny and corruption.  The attendees considered that the Autonomous Administration is a model worthy of study and development and the possibility of benefiting from it as an authentic experience in other Syrian regions. They emphasized the freedom to choose any form of decentralization commensurate with the will of the people of each region.

 It was also unanimously agreed that the Kurdish issue in Syria is a national issue par excellence, whose solution is an urgent task of the democratic national stage, as the current tragic reality of the Syrian people cannot be overcome without solving it according to the international legitimacy of human rights and in a manner that meets the goals and aspirations of the Syrian people for democratic change.

In the end, the papers presented at the forum were accepted, with the need to develop them through the ideas, opinions and proposals put forward by the participants. It was also agreed on the importance of continuing dialogue and discussion with all democratic forces and personalities without excluding anyone, to form a solid and strong basis for building a future Syria.
