The co-chair of the al-Hasakah Canton Council, Khabat Suleiman, said, "With the beginning of the targeting of Sina’a Prison by ISIS mercenaries, the canton council declared a state of emergency, after a meeting of the Crisis Cell in order to remedy what the city is witnessing."

The Crisis Cell, in its turn, assigned the al-Hasakah Council, through its committees, to receive IDPs from areas experiencing security tension and displacement, which in turn provided shelters within wedding halls in the city, according to Khabat Suleiman.

Suleiman said: "IDPs were secured within centers, and all basic services were provided to them, in coordination between the Autonomous Administration and some owners of humanitarian initiatives."
