​​​​​​​Muslim: Kurdish unity can be achieved if we unite in defining Kurds' strategic enemy 

Saleh Muslim's talk came during his participation in the program (With Decision Makers) shown on Rojava TV, where Muslim revealed the main reasons for the recent escalation of the Damascus government against the Autonomous Administration, and the reasons for the failure of the Syrian Constitution Drafting Committee's rounds.

The recent escalation by the regime is taking place in coordination between it and the Turkish state

At the beginning of his speech, Saleh Muslim clarified the reasons behind the recent escalation between the Syrian government and the Autonomous Administration, and said, "I think that the matter has two sides, the first is the meetings that are taking place between the Syrian regime and the Turkish regime, as there is at least an understanding between them, as the mutual visits between Turkish and Syrian intelligence officials certainly do not come out of the blue, I mean the two parties do not accept this administration and what is happening in north-east Syria, for this, they must be putting in place certain plans , so that the military threat and the direct threat is from Turkey as happened in Ain Issa, and the internal pressure is on the part of the Syrian government in an attempt to undermine the Autonomous Administration.

He added, "What happened in Ain Issa was a clear example of that, as Turkey is bombarding the region, and the Syrian regime and Russians say the you are threatened by Turkey and you should leave this place for the Syrian regime and for us, this was clear."

The regime is trying to undermine the Autonomous Administration from the inside by creating strife

He pointed out that the other matter behind the escalation is that there are gangs operating in secret and they are looking for excuses to sow discord and tension because the Syrian regime is still trying to restore all Syrian regions to the pre-2011 situation, so it does not hesitate to spread sedition, and they know that if they try to create sedition and end co-existence among all components; Syriacs, Arabs, and Kurds, attempts to undermine the Autonomous Administration from the inside will be easy, this is taking place in coordination between the Turkish and Syrian parties, and pretexts can be created in all forms, as the regime deliberately harass al-Shahba and Aleppo, in this harsh winter, it do not allow the passage of diesel oil to those areas and prevent  them from being provided with medicines, and the supplies that go to those areas are at the hands of the Syrian officers and officials, and they trade them on the black market, so they put pressure on the region with the help of Turks, and of course they are trying to broadcast propaganda, sow confusion and undermine the Autonomous Administration from within.

Russians are trying to take advantage of the situation to assert themselves and protect the regime

Regarding the Russians' position on what is ongoing, Muslim said: "The Russians were not present in this region, but rather they came at the request of the Democratic Autonomous Administration when they tried to de-escalate the situation with Turkey, with this, they came with a request and within certain conditions and limits. I think that they want to take advantage of this situation to enable their presence in Syria and preserve the Syrian regime, and they do everything to serve the Syrian regime, even if they intervened to calm things down, that would be  in the regime's interest.

Al-Jaafari who claims fear for ISIS children in al-Hol must remember how they ripped out children's nails in Daraa

Regarding al-Jaafari's statements in the Security Council and his claim that children in al-Hol face danger, Muslim said: "This statement comes in an attempt to polish the regime by claiming in the Security Council that they are humanitarian, and they think about the humanitarian issue, including ISIS children and the children of Syria, but in fact they slaughter Syrian children as we saw in Homs and Daraa, are involved in chemical files against children, and now they are trying to beautify themselves at our expense, and we tell al-Jaafari that you do not care about the children of your country at all, so why do you claim fear for the children of ISIS?"

The Autonomous Administration's doors are open to all countries that want to take ISIS children

Muslim stressed that the Autonomous Administration's doors are open to everyone and for anyone who wants to take care of these children, and said: "Here are the delegations from Tajikistan, Kazakhstan and the Russians who came and took hundreds of their children, and some European countries still take children. This is clear. The administration is not trying to make children victims for what is happening in Syria. It may be unable to secure everything for them due to the lack of resources, but according to its capabilities it opens schools for them and tries to take care of orphans. Any country that applies to the Autonomous Administration with a request to take children, it provides it with all facilities."

We cannot hand over the file of ISIS families and detainees to the Syrian regime without official recognition of the Autonomous Administration

On Bashar al-Jaafari's demand to hand over the file of al-Hol and ISIS detainees to the Damascus government, Muslim responded: "We, in north and east Syria, were exposed to slaughter and paid the price, we seized those and are still tasked with preserving them, meaning how do you talk about something that you do not own, how will the Syrian regime be responsible for this file, and if so, before that, the Autonomous Administration should be officially recognized as part of Syria. As for the talk about handing over the file to the regime, this is impossible, even al-Hol camp and the 27,000 children they are talking about are in this camp, they are still in the custody of the coalition and the SDF, and at least if you are speaking with regard to them, you must deal with those who detained them, for they are here as a result of a war going on in this region."

The file of al-Hol and ISIS detainees is an international issue and needs a special law on international terrorism

On ways to solve the file of ISIS and al-Hol detainees, Muslim said: "We have said from the beginning that the issue of ISIS, its prosecution, its captives, in addition to al-Hol issue are an international problem greater than us and greater than Syria. We will not be able to decide on the matter, as it is an international problem. Terrorism is international and transcontinental, and ISIS is present everywhere, carries out operations everywhere, and its affiliates are of all nationalities. This needs a law on international terrorism, and so far there is no law.

If an international court to be held, it should be in north-east Syria since victims, witnesses and detainees are all here

Muslim emphasized that if it was agreed to establish an international court for ISIS detainees, it should be held in north and east Syria, the public prosecutor and lawyers should be international, and the international court to be established here on the battlefield because the witnesses, victims, detainees and camps are all here. The issue is greater than Syria and the Autonomous Administration, and needs special treatment by the international community, the United Nations and the Security Council. I think the United Nations and the International Security Council should take these aspects into consideration and decide what to do."

The Syrian talks and the Constitution Drafting Committee fail due to Turkish interference and the regime's obstacles

Regarding the reasons for the continuation of the Syrian crisis, the failure of its discussions and the rounds of the Constitution Drafting Committee, Saleh Muslim emphasized that aspects of the Syrian crisis can be solved, but first of all: "We should realize that Turkey is the one that prevents the Syrian talks and the Syrian dialogue, the last of which was the Constitutional Committee, so Turkey and the regime put obstacles, even if they left Syrians, they would solve their problems on their own. Turkey says either the solution is as I want it or I will not leave room for a solution, so Turkey must be taken out and removed from the Syrian dialogue file, the opposition must come out of Turkey's control and have a special opinion, and as long as it is in Turkey's embrace, there will be no solution for Syria."

Without the participation of representatives of a third of Syria, all talks will fail

Muslim affirmed that the parties that set a condition that the representatives of North and East Syria not be present, whether in Geneva, Sochi, or the Constitutional Committee will not reach a result without the participation of representatives of the components present in north-east Syria, and he said: "There will be no solution and we are sure of that. How do you neglect a third of Syria and say I will find a solution for Syria?"

The participants in discussions do not have a project, and their goal is to change power or participate in it

Muslim noted that in addition to the previous reasons for the failure of the talks, the other parties participating in the talks, whether the opposition or others do not have a project for a solution. All they are looking for is a change of power or participation in power, he said: "The only party that has a project for the Syrian solution, a solution to be accepted by all components, a project with no authoritarian purposes is the Autonomous Administration's project, and it could be a solution to all problems; therefore, those parties do not want us to participate in these discussions."

The Constitution Drafting Committee was set up by the Russians to depart from Geneva Resolution 2254

Regarding the reason for the failure of the recent rounds of the Constitution Committee, Muslim said: "We must first look at this Constitutional Committee, how it was established. Forming the committee was one of the Russian means to move away from Geneva decisions No 2254 which established a framework for the Syrian solution, and perhaps to exploit opportunities for some interests, and it was an attempt to move away from the Geneva outcomes, so we see that the United Nations does not participate directly in it and does not want to take it under its supervision, so we see that these efforts have failed."

We were preparing to participate in the Constitutional Committee at the request of Russia, but the Turkish refusal prevented that

Muslim confirmed that when Russia formed this committee, it also contacted the Autonomous Administration to participate in it, and the administration prepared committees to join it, but when Turkey refused to do so, Russia abandoned the Autonomous Administration, and therefore we did not participate while we were ready to participate, so I think that the proposer of any solution must be serious and considers all Syrians equal, and that there are no Turkish dictations. Therefore, they go to meetings and the result is failure, and they return to the Geneva decisions.

The participation of a Kurdish party within the coalition in the Constitutional Committee cannot achieve anything for Kurds

On the participation of the Kurdish party within the coalition in the Constitution Drafting Committee, Muslim asserted that "it is unacceptable and nothing can be achieved in this way. We are here when we say the Kurdish component that is present is effective and has representatives, while bringing a Kurd asking the enemies of the Kurdish people to ask for Kurdish rights, this will not achieve anything. That is, it is unreasonable for Turkey to seek permission to ask for your rights, and it will not accept of course."

The rest of the components should not fear Kurdish unity for this reason

Concerning the importance of Kurdish unity at this stage, Muslim said: "Before unity, I want to say something that I always repeat, which is that the rest of the non-Kurdish components should not be afraid of Kurdish unity because the dispersed Kurdish was throughout history a tool in the hand of the peoples' enemies, but if the Kurds united and had a reference for them, then no one will be able to use them as tools in creating conflicts, and this is what we are seeking. Secondly, unity is required today for the Kurds due to the sensitive circumstance that the Middle East is going through, and this unity will not be important only for the Kurdish people but for the peoples of the region in general to achieve democracy."

Kurdish unity can be achieved if we unite in defining the strategic enemy of Kurds

Muslim asserted that Kurdish unity can occur when they know their strategic enemy, and said: "We have obtained convictions that the strategic enemy of the Kurdish people is the Turkish state. Any Kurd can say that the Turkish authority is the enemy of the Kurdish people until it changes its position on the Kurds, then unity can be achieved, it is enough for us to unite on one goal. The one goal is to confront the historical enemies of Kurds who are trying to undermine the Kurdish unity, who have interfered in the affairs of other countries in order to undermine the Kurdish unity."

Turkey tried to put us under the Syrian National Council and the coalition, and we had a small request to accept that, but they refused it

Muslim confirmed: "Since the beginning of the Syrian movement, we have not refused dialogue with any party, and we have the third approach, not to be on the side of anyone for the sake of power and our goal is democracy, but our position has remained constant. Turkey has its plans. They tried, by various means, to drag us to the line they want, and visits and negotiations took place between us over 3 years ago, their goal was to bring us under the Syrian National Council and then the coalition and to be a supplement to use us as they wish, but we did not refuse and we said we will accept that on one and simple condition which is that they say in writing that (in Syria there is a Kurdish issue which needs a democratic solution, and now we cannot and when conditions are ready we will solve it) but they refused this small logical request, and when they missed hope and made sure that we will not give up on this principle, we have become enemies and terrorists for Turkey and the coalition.

If we only demand Kurdish rights from the Damascus government, then we will keep the differences that the regime uses to create rivalry

Muslim said: "If we demand only Kurdish rights from Damascus, then we will keep the point of contention that the regime uses to create rivalry between us and the rest of the components, and this means that we will enter into conflicts and wars that extend for other centuries, so the roots of these problems must be cut through the democratic nation and co-existence." If we demand that, then we will resort to the same mentality and practices of the Baath, and we will say that everyone who lives in Qamishli must be Kurdish, but we have Arabs and others. We were victims of these policies and do not want to be victims again of these wrong policies."
