Arab items for Libyan crisis include ending foreign interference and expelling mercenaries

 The League of Arab States is held today, at the level of foreign ministers, a meeting at the request of Egypt, through video conferencing technology, chaired by the Sultanate of Oman, to discuss the Libyan issue and the meeting resulted in the setting of 14 items to settle the Libyan crisis.

The first item emphasized adherence to all previous council decisions regarding Libya, the last of which was issued by the Arab summit in Tunisia last year.

The second item also stressed the commitment to the unity, sovereignty and territorial integrity of Libya, stressing the need to work to restore the Libyan national state and its institutions for its role in serving the Libyan people away from any external interference.

The third item stressed the importance of a political solution to the Libyan crisis and the Council's support for the full implementation of the Libyan political agreement signed in Skhirat and affirming the role of all legitimate institutions emanating from the Libyan political agreement and the outputs of various international and regional courses, the latest of which is the Berlin Conference.

The fourth item emphasized the central and essential role of the Libyan neighboring countries and the importance of coordination among them in efforts to end the Libyan crisis.

In the fifth item, the Arab Council of Ministers stressed the rejection and necessity of preventing external interventions of any kind and source that contribute to facilitating the movement of foreign terrorist extremist fighters to Libya, as well as violating international resolutions on the arms embargo that threaten the security of the Libyan neighbors and the region.

The sixth item stressed that a political settlement between all Libyans with their various affiliations is the only solution to the return of security and stability to it and the elimination of terrorism and expressing grave concern that the external military escalation exacerbates the crisis situation in Libya and threatens the security and stability of the region as a whole, including the Mediterranean, while emphasizing the need to stop the conflict The military.

The seventh item stressed the rejection of all illegal foreign interventions that violate international laws, decisions and norms, and contribute to the spread of terrorist armed militias seeking to spread extremism and fuel violence and terrorism, and demand the withdrawal of all foreign forces present on Libyan territory and within Libyan territorial waters, and warning against the consequences of continuing to military action to move the lines on which the parties are currently present to avoid widening the confrontation.

Item 8 of the resolution welcomed all international initiatives, efforts and efforts of neighboring countries aimed at stopping military operations and resuming the political process in Libya under the auspices of the United Nations, while welcoming the Cairo declaration on Libya issued on June 6, which is based on the fact that the solution in Libya must be based on the Libyan political agreement, the relevant Security Council resolutions, the outputs of the Berlin Conference, the summits and previous international efforts that resulted in offering a comprehensive political solution that includes clear implementation steps in the political, economic and security tracks, respect for human rights and international humanitarian law, and demands from all Libyan and international parties to engage positively with these initiatives.

Item IX expressed full support for the efforts of the United Nations Support Mission in Libya aimed at reaching a settlement of crises through the three courses in light of the results of the Berlin Conference and Security Council Resolution 2510, and urged the Secretary-General of the United Nations to expedite the designation of his special envoy in order to avoid the negative aspects of achieving progress Desired in all tracks.

The tenth item stressed the necessity of reaching an immediate permanent ceasefire, and agreeing on permanent and comprehensive arrangements for its implementation and verification of its commitment by completing the work of the track of discussions taking place within the framework of the Joint Military Committee 5 + 5 in Geneva under the auspices of the United Nations and the rapid return to negotiations for a political solution and completion implementing the tracks of the Berlin Conference on its political and economic sides to achieve a comprehensive settlement to the crisis, in preparation for the elections and the transition to building a civil democratic state.

The eleventh item stressed the importance of the United Nations and the international community obliging all external parties to remove mercenaries from all Libyan lands and work to unify the military and security institutions in Libya within the path of a political solution, dismantling the militias and handing over their weapons in accordance with the conclusions of the Berlin Conference.

The eleventh item condemned all violations of human rights, regardless of their perpetrators, in all Libyan lands, stressing the importance of protecting all foreigners in Libya.

The thirteenth item emphasized the essential role of the League of Arab States in enhancing consultation and coordination among member states with the aim of reaching a comprehensive political settlement to the Libyan crisis, and to continue the existing effort within the framework of the Quartet and coordination with other partners concerned with Libyan affairs, especially the African and European federations.

The fourteenth item requested the Secretary General of the Arab League to follow up the implementation of this decision and submit a report to the Council in this regard, as well as to continue his contacts and consultations with the Secretary-General of the United Nations and various Libyan parties, and to emphasize the strengthening of the role of the Arab League in order to overcome the difficulties still facing Implementation of the Libyan political agreement.
