 SDF towards democratic solution and decentralized Syria

SDF held its third conference on July 16 under the slogan "Towards a Political Solution and Building a Democratic and Decentralized Syria" in al-Tabqa city. During the conference, all the participants agreed on a decentralized Syria, while the council was able to develop the organizational structure and form coordinating committees for managing the liberated areas and the Syrian north and an Executive Body to manage the civil councils were established during the conference.

The 3rd conference towards decentralized and democratic Syria     

During the third conference of MSD held in al-Tabqa city, the guests and participants discussed several items that focused on the shape of Syria's future rule and how to work for a decentralized and democratic Syria to resolve the Syrian crisis according to its political path which imposes itself as a single solution capable of ending the tragedy and give a way to all the components of the society to play their role in the Syria's future on the basis of democracy.

It was recognized during the discussions that secular democracy is an intellectual and political project for the future of Syria to solve the sectarian problems that plagued the country and that democracy can solve the ethnic and national problem present in the country and dominate diversity and pluralism.

The discussions focused on the work to hold a Syrian-Syrian dialogue among all the parties present in Syria to discuss the Syrian crisis and work towards finding a solution to the Syrian crisis within the Syrian lands.

Forming coordinating committees or joint management in North Syria

The Democratic Autonomous Administration (DAA) in the three cantons and local administrations of MSD were established in order to establish a civil administration for the work and supervision of these Autonomous Administrations that aim at coordinating among themselves and directly supervising them with no political relationship, and its office is located in Ain Issa.

During the third conference of MSD, the Council decided to form coordinating service committees in North and East Syria after being agreed upon by all Autonomous and Civil Administrations. These committees will supervise MSD and assign the SDF to protect them.

The importance of forming the coordinating committees?

After SDF liberated the areas, MSD started establishing civil councils and administrations to handle the services of the liberated areas despite the distance among these areas, while they supported each other morally and materially and faced the most formidable forms of terrorism, and by virtue of the aids that it offered to the people and its seeking as much as possible to change the mentality and modify the culture inherited from the old governance policies in the management style.

In addition, the use of capabilities to serve the people and through the practical experiences experienced by these departments shows that there is an imbalance in many aspects that affect the lives of the people directly, especially the lack of coordination among all departments.

MSD sees the need to take the step of forming a managing structure that coordinates the services among the areas. All departments will participate in structuring them through their representatives in a preparatory committee supervised by MSD. This preparatory committee will formulate a proposal to form the relationship between MSD and those coordinating committees. SDF would play the role of the defender of the security and stability of the areas of this administration through an internal system and it would be ratified on by the General Council of those coordinating committees.

The 3rd conference of MSD is a great historic leap

In terms of the decisions taken during MSD, the third conference of MSD was considered the biggest turning point in accordance with the new developments witnessed in the area. In addition to the decision of forming coordinating committees for the administration in northern Syria.

It was recognized during the third conference to form an Executive Body of the Council and increase the number of bodies and committees within the Council. The Presidential Body of MSD is currently composed of 15 members, the joint presidency and the Political Body composed of more than 50 members.

What is the purpose of establishing an Executive Body for MSD? 

The formation of an Executive Body for MSD is one of the important issues that emerged during the third conference after the approval of all those who were present at the conference. The Body will work in the field works in the north of Syria. MSD is considered the political umbrella of SDF. While the Executive Body became the political reference of the Democratic Autonomous Administration and the civil democratic councils especially after SDF liberated the rest of the territory of northern and eastern Syria from the remains of IS.

The Body will supervise all the civil administrations in the north of Syria, while the supervision will not be a form of professional intervention but its work will be the direct supervision and follow-up their works, policy and the extent of their implementation on the ground.

Syrian-Syrian dialogue was held two days after the 3rd conference of MSD

During the third conference, one of the main items discussed by the Council was holding a dialogue among the Syrian parties that believe in the peaceful solution and the end of the Syrian crisis. Therefore, at the invitation of MSD, a wide range of political forces, parties, academic figures, independents and civil society activists met in Ain Issa town on July 18 and 19 under the slogan "Syrian-Syrian Dialogue Is Meeting and Building"

The final statement of the Syrian-Syrian dialogue affirmed that the two sides affirm their adherence to the unity of Syrian soil and the sovereignty of the Syrian state over its entire territory which requires a Syrian-Syrian dialogue aimed at achieving a solution to the Syrian crisis according to its political course, guided by the relevant international resolutions in order to end all the various suffering experienced by the Syrian people over 8 years, including the issue of displaced persons and the detainees.

And to meet the requirements of the current stage and the need to start the Syrian national dialogue which aims to meet the aspirations of the Syrian people in a democratic, pluralistic and decentralized political system in which the rights of individuals are guaranteed in accordance with international human rights law and the principles of equal citizenship.

During the last dialogue held in Ain Issa, the meeting decided to form a follow-up committee to coordinate and communicate with the national political and social forces in order to hold other dialogue meetings.
