Hikmat Habib: We are forming civil administration in north Syria

In an interview Hawar news agency (ANHA) held with Habib, he said that the third conference which was held in al-Tabqa city happened in difficult conditions which requires no delay for another period because of Islamic State's gangs had been besieged in few areas of Syrian geography especially after the great victories whish have been achieved by Syrian Democratic Forces (SDF) and the occupation of Turkey to Afrin and several other areas in North Syria."

Hikmat added, "This conference was a major turning point for the work of the council during the next stage according to new developments. In the past, there was a working mechanism for the 15-member presidential council, the co-chairs and the political body, which is composed of more than 50 members. The new system has been ratified on and thus replaced the Governing Body Executive Council of the Syria Democratic Council (SDC), which consists of 10 members and in the coming days will increase the number of members in accordance with the rules of procedure, which must consist of 40 members or more.

Habib added, "the purpose of establishing the Executive Body of the Syria Democratic Council is that SDC is the only political umbrella for the Syrian Democratic Council and now became the political reference of the Autonomous Administrations and Civil Democratic Councils established after liberation. These administrations were established under the supervision of the Syria Democratic Council SDC mostly. On this basis, the supervision would be by the Executive Council in SDC. It is not a intervention in its work but it will be direct supervision and follow-up of work, policy, and the extent of its implementation on the ground."

Regarding the current situation in Syria and reaching a solution to the Syrian crisis, Habib said, "We are facing great benefits towards a solution to the Syrian crisis through the Syrian-Syrian dialogue after intra-Syrian forum was held in Ain Issa district. In the forum, many important national forces on the level of Syria and abroad, in addition to many political forces, participated to find a solution and work to hold a Syrian national conference and build a democratic decentralized Syria away from the regional and international agenda, which has not yet found any solution to Syria.

Habib added, "we will work during the next phase to open offices and centers in the governorates of Syria within the available resources and there is also the development of youth work and their role during the next phase through the Youth office and the Executive Body and regulatory situation and bring forces comprised under Syria Democratic Council as well as the establishment of internal relations with the Syrian interior and more broadly and explain what is the SDC through the Office of Relations of SDC "

"We have submitted a document from Democratic Autonomous Administrations in the cantons and local administrations to establish a civil administration for the work and supervision of these Autonomous Administration whose aim is to coordinate these departments directly and have no political relationship which headquarter will be in Ain Issa."
