Al-Tabqa liberation was not restrict to the military side, but also the political one as preparations were made: in the center of Ain Issa town located about 50 km , where al-Raqqa Civil Council was established, consisting of 27 members, including, public relations, economic, security and service committees.

Politically

One of the main objectives of this Constituent Council, as one of its members, Ahmed Suleiman, described as "the containment of the newly liberated Civil Society from unjust oppression and exclusion from the militarization and chaos resulting from seven years of instability and the organization and to assume the responsibility entrusted to it. 80 kilometers north of al-Tabqa city where the Council was expanded to include 30 members and members of the representatives of most of the social components of the region religious or ethnic.

After liberating al-Tabqa city, Civil Society Council was established to govern the city, providing basic necessities of life from water, bread and fuel as well as removing of destruction through the communes in the neighborhood to helping al-Tabqa people who were forced to leave due to the war and Islamic State's gangs (IS) to their homes ,when the city was liberated, their numbers was 16,000 compared to 80,000 living in the city. The first work was providing basic service of water, flour, fuel for bakeries and removing the debris from the roads.

The Co-chair of Constituent Council Rowshine Hami said that "The prevailing security and the growing service called for increased demographic mosaic, so Preparatory Committee was formed by The Executive Council on 11 September to be nucleus of the region's administration."

On 25 October 2017, the wheel of democracy took its historic course for the first time to elect 55 members and a legislative member whose task is to study the projects proposed by the Executive Council consisting of 70 members and members of 13 committees and administrative bodies. On November 1, the Democratic Autonomous Administration was announced in the area of al-Tabqa.

The Co-chair of Syrian Democratic Council (SDC) Elham Ahmed expressed her congratulations to children al-Tabqa city on this unprecedented democratic achievement, considering the Democratic Civil Administration to al-Tabba area, give ways to truly democratic and pluralistic life in the regions that areas are free of the oppressor."

While the Co–chair of the Executive Council Shiyar Mohamed, attributed the success of the administration despite the size of the obstacles and difficulties compared to the resources available to "the cooperation of the returnees based on the ground that accepts the idea of ​​democracy."

Noting "the political solution passes through Syria as a whole and that there is no way for direct dialogue with the Syrian regime except in the general interest of all Syrians, saying that" what drives us as a civil administration of al-Tabqa city help other areas economically is the human dignity and ethics."

It is worth mentioning that last year saw a political movement (popular and trade union) in the form of the formation of Syrian Future Party, preceded by the establishment of a number of unions in the framework of community movements that led rallies in support of the steadfastness of oppressed peoples in both Afrin and the eastern al-Ghouta and on the Syrian territory and demonstrations against brutality and occupation. Political interaction does not indicate only the level of development in the local arena of the class, whether human or moral.

Military

Al-Tabqa city did not seem to be a target for the international coalition against Islamic State's gangs(IS)and Syria Democratic Forces at first glance, despite the importance of its geographic location and its economic dimension, not to mention the presence of an airbase south of the city, and even diverted most of the Syrian politicians and recruits and others to be considered one of the areas of Russian influence expected.

AL-Tabqa city’s geographic position lying on the right bank of the Euphrates placed it within the expected deals on the map of the Russian axis, especially after the regime and its allies tried under the cover of Russian aviation in the summer of 2016 control of the city from the axis of archeology, but their hopes ran into a political reality that led to stop Russian airliner at the point A return 20 kilometers south of al-Tabqa city where had dealt harsh blows  caused heavy losses suffered by the regime forces and allies in vague military circumstances that led to the withdrawal of attacking forces within 72 hours to starting point after the killing and loss of hundreds of combat elements in mid-August of the same year.

After all advancing was achieved by Syrian Democratic Forces (SDF) during Wrath of Euphrates campaign launched on November 6.2016, these advance caused doubt and suspicion to Russians and regime's allies, and Turkey to fear an unknown fate to the Islamic State's gangs (IS); its strategic ally despite the statement in which the official spokesperson for the Syrian Democratic Forces, Jihan Sheikh Ahmed, stated that the objective and destination was to encircle Raqqa, the capital of the alleged Caliphate.

The Russian-Iranian axis soon announced a large-scale operation aimed at imposing control over the eastern countryside of Aleppo and along the motorway extending to al-Raqqa. By the middle of March 2017, the regime forces took control of Dier Hafer town and its countryside. Then, they continued towards Maskana town under unprecedented withdrawals at that time by IS. The alliance carried out with the special forces of the Democratic Syria several landing operations in order to encircle al-Tabqa city, cut all ways to the forces of the regime, and strategically besiege IS. The first landing was on March 21 on the village of Abu Hurayrah north-west of al-Taqba followed by al-Safsaf village east of the city to pull chains, followed by another landing in al-Tabqa airport to announce a military operation seeking to liberate al-Tabqa city. At the beginning of April, where the International Alliance through air raids destroyed the headquarters of Islamic State's gangs (IS)and support centers within the city in exchange for the force of the march of land to liberate the last parts of the city.

On 10 May, al-Tabqa people celebrated the triumph of Syrian Democratic Forces (SDF) and announced a new historic phase.

After liberation, the participation of children of al-Tabqa city in Syrian Democratic Forces (SDF) expanded, especially those entrusted with protecting the region from the dangers that besiege it.

In this regard, the villagers and tribes in the countryside of al-Tabqa volunteered to form special protection brigades adopted by the Syrian Democratic Forces (SDF) and provided them with all forms of logistical and organizational support. The first was on 13 November in al-Safsaf village, where the special forces regiment Khaled Alawi in al-Bouassi and Ahmad al-Shawi in al-Krain Reserve.

In order to build an integrated society system that protects itself, the Legislative Council approved one of the wings of the Democratic Civil Administration for al-Tabqa city. The draft law on the duty of self-defense prepared by the Defense Committee in the Executive Council. The self-defense regiment finished the course of Ahmed al-Raqwi from Academy of Bashar Jariba on 31 December. Forming an efficient military force to protect the region and its people continues till now.

Al-Tabqa city was liberated by the Syrian Democratic Forces(SDF) on 10 May 2017.

After liberating al-Tabqa city, we will continue the service and organizational reality steps to forward.
