Dêrik people suffer of crowded sidewalks, municipality just fines violators

In front of every shop in Dêrik city there is a two to three meter space of sidewalk stretching from the shop to the car street. This is for pedestrians, passersby and shoppers, but shopkeepers in Dêrik take advantage of the pavement and show their goods on it. Thus, the movement of passers-by is impeded forcing them to use the public street dedicated to cars, which causes traffic jam as well.

It would not suffice the owners of the shops to exploit the pavement and occupy it, but some of them to the corner of the car (open) in front of his shop and display goods in the car.

In Dêrik, city sidewalks have become part of shops for traders, due to poor supervision by People's Municipality and the lack of strict laws to curb the problem.

People's Municipality in Dêrik city allocated a part of the sidewalk to the owners of shops to show their goods on it. Half of the sidewalk area was allocated to passers-by and the other half to the shops, but the owners of some shops in Dirk exploit the poor control of the municipality officer and completely exploit the sidewalk.

Aras Murad, the owner of accessories shop in Dêrik, said "The people's municipality allocated part of the pavement to the owners of the shops to show their goods on the sidewalk. He pointed out "the municipal officer identified half of the sidewalk for us to put our goods in it, and the other half of the pavement remained for passers."

Murad justified the phenomenon of pavement occupation by traders with weak market movement,"The traffic is weak these days and we have to unpack our goods on the sidewalk to be seen by passers."

But the pharmacist Lulu Ilya absolutely rejected the idea of ​​pavement occupation by traders, confirmed that the placement of goods on the pavement cause a traffic crisis and obstruct the traffic of pedestrians on the pavement, causing the market to be crowded, and considered this phenomenon inappropriate, hoping to find solution to this problem, according to the phrase "pavement” is for the passerby and not for the goods."

Citizen Bilind Mohammed said "Pavement occupation is a non-civilized phenomenon, and obstructs the passage of people, you may have noticed when I walked, I deviated from the pavement, and walked on the street so as not to collide with goods, the sidewalk is for pedestrians and not to display goods and the concerned authorities must intervene and put an end to this phenomenon."

In the center of the citizen's complaint about the pavement, and the justification of the owners of shops for this situation, an official in People’s municipality in Dêrik city said that shop owners have the right to occupy half the area of ​​the pavement to display their commercial goods.

Noting that the sidewalk is allocated for pedestrians and in the municipal systems around the world, the owners of shops are punished because of the pavement’s occupation by the confiscation of goods displayed on the sidewalks, and the penalties sometimes may exceed to close the shop with red wax.

Mohammed Khair Fattah, inspector of the People's Municipality in Dêrik, said that the municipality's administration allowed shop owners to occupy half of the shops for the goods. He confirmed that the attack on the remaining half of the pavement expose themselves to fines.

He said that the municipal inspector "verbal warning, the owners of transferees exceeding the limit, once and twice, and the third time are warned in writing, and called to the municipality and are discussed with them, and then register a financial violation against them, at the People's Court in Dêrik."

The phenomenon of the pavement’s occupation is a problem for the people, especially since the People's Municipality does not put an end to this problem and only to impose financial irregularities on violators, but the people see that the phenomenon of pavement work is a non-civilized phenomenon and must be prevented altogether, and not to impose fines on violators.
