What is mechanism used for appointments between DAA and government?

Four months after the signing of the January 29 agreement between the Syrian Democratic Forces and the Interim Government, and alongside practical steps taken by both sides in this context — most recently appointment and assignment procedures — and amid debate over some early appointments, as well as reports that the Autonomous Administration is preparing lists of names to participate in ministries, an important question emerges: What mechanism is currently being followed for appointments, how are they made, and by which side?

According to what ANHA Agency observed, and based on information from several sources on both sides, the appointment mechanism for heads and deputy heads of directorates affiliated with ministries begins with each side proposing three names. After that, a joint consensus meeting is held by the relevant and specialized bodies of each authority, directorate, and ministry. This meeting results in the selection of the heads of directorates and their deputies.

Sources noted that the agreements require the appointment of people exclusively from the local area, who possess competence, specialization, experience, and who have previously held responsibilities, according to the nature of the work required for the selected figures. Consideration is also given to the specific characteristics of each region, including Serê Kaniyê, Girê Spî, and Afrin.

It is worth noting that on January 29, a comprehensive agreement was reached between the Syrian Democratic Forces and the Interim Government, one of whose clauses included integrating institutions and confirming employees.
