Relentless efforts in providing services to Deir-ez-Zor residents 

On October 22, the Autonomous Administration of North and East Syria, in coordination with the Democratic Civil Administration of Deir ez-Zor, held a conference to enhance security and stability in Deir ez-Zor, in which representatives of all segments of Deir ez-Zor, tribal notables of Deir ez-Zor, and officials in the Autonomous Administration participated.

The “Conference on Strengthening Security and Stability towards Developing and Consolidating Participation in Deir ez-Zor” resulted in a number of decisions, including the restructuring of the local, legislative, executive and municipal councils, as well as the Internal Security Forces and the Deir ez-Zor Military Council, and the intensification of services, within a maximum period of 6 months.

The movements of the committees concerned with implementing the decisions began a few days after the conference, with several strategic projects concerned with the service, economic and security aspects as first steps, according to what officials in the Deir ez-Zor Civil Council reported.

In this report, we highlight what has been accomplished so far in the context of implementing the conference outcomes.

Works and projects completed in the service aspect

On October 28, the Autonomous Administration in North and East Syria, through the Committee of Civil Society Organizations in the Democratic Civil Administration of Deir ez-Zor, supplied the markets of Deir ez-Zor with (60 tons of sugar, 500 parcels of vegetable oil, and 1,000 parcels of canned goods), and they will continue for an indefinite period. Limited, in an effort by the administration to provide goods at reasonable prices in the markets and reduce high prices.

With the aim of increasing the quantities of flour and providing a reserve quantity in warehouses, the Democratic Civil Administration of Deir ez-Zor, through the Economics Committee, worked to operate the “Al-Jamiya” mill in the Ma’amel area with a production capacity of 75 tons of flour per day.

In order to increase the amount of bread for the people of Deir ez-Zor and relieve pressure on the bakeries there, the Economic Committee opened 4 bakeries in various places in Deir ez-Zor.

Efforts made at the security level

The forces of the Deir ez-Zor Military Council intensified their points on the bank of the Euphrates River, to prevent the infiltration of mercenaries linked to the security branches of the Damascus government, and destroyed the crossings used for smuggling.

On October 29, the forces of the Deir ez-Zor Military Council responded to an attack launched by a group of mercenaries affiliated with the security services of the Damascus government on areas in the eastern countryside of Deir ez-Zor on the west bank of the Euphrates River. They were able to eliminate 19 mercenary attackers and wound 20 others, including a leader.

As part of its ongoing operations to combat smuggling, the Deir ez-Zor Military Council forces, in coordination with the Internal Security Forces in Deir ez-Zor, were able, on November 7, during their regular tours of the river crossings connecting North and East Syria to the areas of the Damascus government forces, to seize quantities of pipes intended for smuggling fuel. Towards Damascus government areas.

he latest operation took place in several areas in the western countryside of Deir ez-Zor, such as the area of “Al-Jeneina, Al-Hassan, Muhaymida, Al-Zughayr, Al-Kubar and Al-Harmoushiya,” in addition to the area of “Jadeed Bakara, Jadeed Agidat, Dhiban, Abu Hamam, Gharanij and Al-Baghouz” in the eastern countryside.

All the aforementioned areas that witnessed the operation are located on the bank of the Euphrates River, and smugglers are working to extend pipes in various places to the other end of the Euphrates River to smuggle fuel. With the efforts of the forces of the Deir ez-Zor Military Council, they were able to arrest many smugglers and hand them over to justice, in addition to destroying Many pipes used for smuggling.

According to the administrators of the Autonomous Administration of North and East Syria and the Democratic Civil Administration of Deir ez-Zor, work on implementing the decisions of the Conference on Strengthening Security and Stability in Deir ez-Zor is still ongoing, and work is scheduled to begin in the coming period on restructuring the Deir ez-Zor Military Council and the Deir ez-Zor Civil Council in a comprehensive manner in general, starting with the commune, passing through the councils, reaching the Executive Council and the formation of the Legislative Council.
