Minister of Higher Education: Rojava University integration to proceed in phases

Speaking on Thursday, 23 July 2026, Minister of Higher Education and Scientific Research Marwan al-Halabi stated that the integration project is being managed within a comprehensive academic and legal framework that takes into account the rights of students and faculty members and ensures the continuity of the educational process in accordance with approved academic standards.

Al-Halabi said that his meeting with the University of Rojava Council focused on the proposed roadmap for implementing the project. The first phase will involve a comprehensive assessment of the university's academic and administrative status, including a review of students' records, academic programs, faculty members, and educational resources. This process is intended to ensure that students' rights remain fully protected and that their academic progress is not disrupted.

He added that the second phase will focus on aligning curricula, course content, and credit-hour systems according to rigorous academic standards. It will also establish fair mechanisms for credit recognition and the completion of academic requirements, ensuring a smooth transition while preserving the quality of education and maintaining unified academic standards.

The minister explained that the subsequent phase will involve completing the necessary legal and academic procedures within the higher education system to strengthen integration among higher education institutions in al-Hasakah Governorate and enhance the quality of higher education and scientific research.

He emphasized that the ministry will not proceed with any step before completing all required technical and legal studies, ensuring that the process is conducted with fairness and transparency while safeguarding the rights of all students and academic staff.
