Jazira Fuel Directorate takes over oversight of power generators

The authorities responsible for the fuel sector continue to implement measures aimed at regulating diesel distribution and strengthening oversight of private generators and fuel stations, while prioritizing the needs of essential service facilities.

In an interview with ANHA, Ezzeddin Farhan, Co-chair of the Fuel Directorate in the Jazira Canton, said: "There are 1,524 generators operating across the cities we serve, stretching from Derik to Tel Tamr and Hasakah. These generators receive subsidized service diesel at a price of 125 Syrian pounds per litre. Based on their operating licences, they are allocated 11.8 million litres of diesel each month, and the administration spends approximately $6.8 million monthly to subsidize this fuel."

Farhan added: "Despite this support, there were problems and violations committed by some generator owners. As a result, we formed a joint committee to monitor the sector. After inspections in Qamishlo, violations were identified, leading to the dissolution of the committee, the dismissal of its members, and the removal of the municipalities' committee and the Union of Municipalities from the file."

He explained that "priority in diesel distribution is given to essential service facilities, and the generator file is now under our direct supervision."

Farhan continued: "Previously, generators obtained approvals from municipalities. A decision has now been made to place them entirely under the Fuel Directorate. New committees will monitor generator operations, penalties will be imposed on anyone violating operational regulations, and fuel stations will also be monitored to prevent abuses."

He noted that during the first two months following the recent events in the region, around 45 fuel tankers arrived daily to meet the needs of service facilities, with fuel supplied at subsidized rates. "Now, our allocation of crude oil remains at 3,000 cubic metres, and after refining, we receive only 19 tankers per day. Eighteen of these are allocated to service facilities, including generators, bakeries, and 618 water tankers, which receive diesel at 525 Syrian pounds per litre, in addition to flour mills, factories, and water pumping stations."

Farhan added that studies are underway to increase fuel allocations for Hasakah. "At the Fuel Directorate, we prioritize essential service facilities because the region suffers from a lack of electricity, while Hasakah also continues to face water shortages despite the return of Alouk water. The governorate therefore requires larger quantities of diesel, and we will work to secure additional supplies."
