Council formed in western Syria calls for federalism as path to peace

The statement stressed that federalism grants each region the right to control its resources and puts an end to internal conflicts, aiming to rebuild the state on legal and democratic foundations.

Through a recorded statement published on the council’s social media platforms, the establishment of the “Political Council for Central and Western Syria” was announced today.

The founding statement called for adopting federalism in Syria, describing it as “the optimal solution to end the war, achieve peace, and ensure fairness among Syrian regions.” It highlighted that federalism would allow regions to manage their resources and replace force with law as the means for resolving internal disputes.

The statement, read by Kinan Waqaf, explained that the council includes the provinces of Latakia, Tartus, Homs, and parts of Hama’s countryside, including al-Ghab Plain. It noted that the initiative originated “from the Alawite community due to the divisions imposed by the de facto authorities,” while stressing the importance of partnership with other communities in the region for future steps.

The council accused the Damascus government of being a “terrorist system that seized power at a particular political moment,” supported by Turkish President Recep Tayyip Erdoğan’s government. It reaffirmed commitment to UN Resolution 2254 and called for a new national conference under UN auspices.

The statement also rejected the notion of a “one-color government” based on exclusionary religious grounds and demanded the withdrawal of all “terrorist factions from Syria.”

The council affirmed that a federal union system is the best form of governance for Syria, stressing that this step represents the path for the country to emerge from its prolonged crises and achieve both local and regional stability.
