The General Directorate of Civil Affairs has announced a final deadline for Kurdish citizens covered by the provisions of Decree No. 13 of 2026 who were unable to complete their naturalisation procedures during the previous appointments in the second phase of implementation.

The Directorate has set the period from 18 to 29 October 2026 for completing the procedures at designated centres in Damascus, Aleppo, Raqqa, Hasakah, and Qamishlo. The measure aims to give all those covered by the decree an opportunity to complete their applications.

The move comes as part of the implementation of Decree No. 13 of 2026, which repealed the exceptional measures associated with the 1962 Hasakah census and stipulates granting Syrian citizenship to Kurds covered by its provisions, including those whose without official civil registration.
