The session was supervised by the Director of the Center for Gender Studies, Neamat Coco, and the participants discussed "what is the common strategy for a democratic Middle East, ways of joint action to achieve democratic confederation in the Middle East, and ways to solve the refugee crisis in the region, especially Syrian refugees."

The director of the Lebanese Center for Research and Consultations, Hassan Qutb, talked about the nature of the joint strategy for a democratic Middle East, stressing that it is time to stand up and take responsibility, so that what we see today of crises and wars will not be repeated.

Qutb said that our societies have suffered from dictatorship throughout the ages, and most rulers practiced this dictatorship, and therefore it only produced injustice, oppression, corruption, and the opening of prisons.

Qutb stressed that what is required is building a state of truth and justice, a democratic state that takes care of its citizens without discrimination, and true democracy is an alternative to the person and political chaos, which is culture, education, approach and path.

For his part, Dr. Mukhtar Ghobashi, a member of the Egyptian Society for International Law and the Arab-European Center for International Law, said, "The diversity in forms of government is evidence of the richness of society, so we want to come up with a form of state rule that is under one crucible of all ethnicities, nationalities, and religions."

Ghobashi added, "When we talk about federalism, some people think that we are talking about federalism of sects, and this is an abhorrent matter, but we are talking about geographical federalism."

Ghobashi emphasized that "Autonomous Administration is a major condition for a democratic state, and it is an alternative to the nation-state."

In the last part of the fourth and final session of the forum, Wael Khair and Syrouj Abekian spoke about the displacement and asylum crisis in the region, especially the Syrian displacement to neighboring countries.

Corresponding member of the International Federation for Human Rights, Wael Khair, spoke about the legal status of a refugee according to international law, which clearly shows who a refugee is and the type of legal protection, and other assistance and social rights that he must receive from the national parties that signed this document.

Khair emphasized that "the country hosting refugees is bound by customs or the 1951 document, and it is also bound by four matters of housing, food, medicine, and children's education."

Khair added, "The mistake the Lebanese state made is that it did not establish refugee camps."

Writer and political researcher Serouj Abekian talked about the economic and security negatives of Syrian asylum in Lebanon. He stressed that the Syrian refugee was a burden on the already dilapidated Lebanese economy.

As for security, Abekian said, "There are hundreds of Syrian trainees who are loyal to the Turks in Lebanon, and what we fear most is that Erdogan will move them and ignite discord."

This is due to read the final statement of the participants and the agreement and come up with a set of recommendations and proposals at the end.
