 The dilemma of the families of foreign ISIS mercenaries in al-Hol camp continues without a solution, and at a time when the SDF seek to control situation through security campaigns, the international forces continue to evade their responsibility and procrastinate the solution, as an expert in Islamic groups warned that “the results of  this procrastination would be disastrous."

 The General Command of the Internal Security Forces of North and East Syria announced last Saturday (September 17) the end of the second phase of the "humanity and security" campaign in al-Hol camp, which it launched on August 25 to pursue ISIS mercenary cells and end their danger in the camp and lasted 24 days.

 During the closing conference of the "Humanity and Security" campaign in its second phase, the Internal Security Forces confirmed the dispersal of the "Hisbah apparatus" and the "cubs of the caliphate", and called on the international forces that have nationals in the al-Hol camp to take them back.

 For her part, a member of the General Command of the Syrian Democratic Forces, Nowruz Ahmed, said during a joint press conference with the Global Coalition to Fight ISIS, the statement followed the final conference of the campaign, by saying that "the danger of the camp still exists, these camps have become a hotbed of extremist ideas, which can strengthen their strength."  About 60,000 people live in this camp, most of them women and children. This is not only a threat to our region, but to the whole world.”

Supporting hotbeds of terrorism

 The Egyptian researcher in Islamic groups, Mostafa Amin, spoke about this, saying: “The SDF’s combing operations, reviewing and intensifying their efforts to uncover ISIS cells in Al-Hol camp and other camps is an important matter and the SDF should do periodically because the situation  In al-Hol camp, it is moving in a very negative direction, and there is a kind of chaos due to the size of the camp and the density of the number of families in it. The failure to purify it of ISIS remnants strengthens the transformation of this camp over time into a supportive and nourishing center for ISIS in the short and long term.

 He added, "SDF's talk about the continued danger of al-Hol camp means that it is discovering all the time processes that stimulate the growth of the organization inside the camp. The danger of the camp is that the basic idea of ​​ISIS is still present inside the camp and spread among the elements present in it, including women and children, who will turn over time into young men and fighters."

 He explained, "The danger of the camp is that there are no rehabilitation or review processes in it, whether by trial or deportation to other regions or countries in particular, or returning them to their places of residence in Syria and Iraq after their trial. The camp is a dangerous hotbed of violence and terrorism, and it is imbued with terrorist and extremist ideas of the bloody ISIS."

Operation room for terrorism

 Despite the work of the international coalition against ISIS for years, the latter is still looking to activate its activities, in addition to the continuation of the issue of foreign ISIS detainees held by the Syrian Democratic Forces and al-Hol camp, which is one of the most dangerous camps in the world.

 Earlier, ISIS mercenaries issued a message to its members all over the world, and the audio message transmitted by the mercenaries' spokesman, "Abu Hamza Al-Qurashi", was published through the mercenaries' platforms on the Telegram.

 The spokesman sent a message to the foreign mercenaries detained by the Syrian Democratic Forces and the Iraqi forces, calling on the mercenaries to work to get them out, pledging to do so.

 Al-Qurashi promised a financial reward to the mercenaries who assassinate judges and other members of the judiciary, which he said were complicit in the imprisonment of ISIS members.

 In response to these calls, on January 20, 2022, ISIS mercenaries launched an attack on Al-Sina’a prison in the Ghweran neighborhood of Hasaka, where ISIS foreign mercenaries were being held in northern and eastern Syria.

 On this, Amin said: "Those in al-Hol camp are still linked to ISIS elements in the Syrian Badia and other Iraqi and Syrian areas. They are still a momentum and a source of attraction for ISIS elements to release under the slogan (release Al-Ani), and this was confirmed during the last recording of the ISIS spokesman.  Therefore, the issue is very serious, its danger to the region and the world. Perhaps spreading this thought to other regions that can attract new elements to carry out terrorist operations in the world.

The ability to attract and coexist with conditions and security work

 The official of the media center of the Syrian Democratic Forces (QSD), Farhad Shami, considered in a previous exclusive interview to our agency that Al-Hol camp is the second attempt to establish the caliphate, as the third generation of ISIS is emerging here, which is more dangerous than ISIS.

 In turn, the commander of US operations in the Middle East made an urgent appeal to the international community after his visit to the al-Hol camp in northeastern Syria, saying that "there are approximately 80 births in the camp every month, which he considered a fertile ground for the next generation of ISIS."

 The Egyptian researcher explained this, saying: “The third generation of ISIS is an orientalist because the first and second generation has not ended yet. The elements that joined the organization and have not been killed or arrested are still present in the Syrian desert or north and east Syria. They are still spreading their ideas and carrying out their operations, and the second generation of the leaders still has the ability to mobilize cells and expand terrorist operations."

 He added, "It is possible to put the third generation under the idea of ​​attraction and the organization's ability to do so and its continuation in this ability over time, thus the succession of the terrorist idea of ​​ISIS is what creates over time the state of violence, terrorism and continuity that we see currently by the organization.  Therefore, we see an organization coexisting with  the situation and with the security work, it exists and spreads in several regions of the world, and despite its decline, it does not end, this means that the organization’s idea is strong and attractive and powerful to attract new elements.”

 He warned, "The current danger of ISIS is due to the fact that it expanded to join the idea without joining the organization itself, by attracting people who pledge allegiance to it through social media, and then this person carries out a terrorist operation without even being a member of the organization."

 Turkey creates conditions for ISIS

Observers believe that ISIS mercenaries are taking advantage of the threats and attacks of the Turkish occupation on the regions of northern and eastern Syria to reorganize their ranks and launch more attacks, which have intensified during the last period.

 During the Turkish occupation attacks on Serêkaniyê and Girê Spî, the families of ISIS mercenaries managed to escape from one of the camps in Ain Issa and reached the Syrian areas occupied by Turkey.

 During the last period, the Global Coalition targeted many ISIS leaders, including the leaders of the mercenaries "Abu Bakr al-Baghdadi" and "Abu Ibrahim al-Quraishi", near the Turkish occupation points.

 The researcher, Mustafa Amin, spoke about this, saying: “The issue of Turkish support for ISIS is a matter that has a historical extension. Turkish support for ISIS is important in many aspects, most notably Turkey’s entrenchment of chaos in the northern Syrian regions by its continuous occupation of some of its areas. This establishes the spread of ISIS cells. Turkey also allows  in one way or another, by passing elements belonging to the organization into and out of Syria as well, and this is an important issue. Turkey benefits from economic resources in northern Syria, and the process of trafficking between ISIS and its communication with other elements inside Turkey prompted the revitalization and activation of the financial network of ISIS.

 He added, "Turkey supports the idea of ​​fueling the Sunni-Shiite conflict or the internal Sunni conflict through extremist ideas that ultimately serve its strategy in intervening in northern Iraq, Syria and a number of Arab areas adjacent to it. Turkish support is a foregone conclusion, and the West is certain that this support clearly affects the operations of  fighting terrorism in Syria and Iraq.

 The solution is still absent, and procrastination will have disastrous results

In light of the persistence of this dilemma, the Autonomous Administration of North and East Syria and the Syrian Democratic Forces called on the international forces to establish a mechanism to adequately solve this dilemma.

 Nowruz Ahmed explained earlier that the role of international forces and institutions is limited only to providing services to the camp, and said: "To a certain extent, assistance has been provided by the United Nations, humanitarian organizations and the international coalition to improve the humanitarian and service conditions in the camp. We appreciate that, but it is not enough. It is essential that the world powers, international institutions and the Global Coalition perform the tasks that fall upon them, as do our forces, the Autonomous Administration of North and East Syria and the camp administration carry out their duties and we will continue to perform these duties.”

 In turn, a member of the General Command of the Internal Security Forces for North and East Syria, Brigadier General Ali al-Hassan, confirmed in a previous interview that "the dilemma of al-Hol camp is international, and it requires support and solidarity from all countries, whether by transferring their nationals from the camp or providing support to our forces."

 The Egyptian researcher in Islamic groups, Mustafa Amin, spoke about this, saying: “The ideal solution for ISIS families is to return them to their countries, and every country must bear this responsibility. There is also another solution related to rehabilitation, and this faces huge economic problems and the Syrian Democratic Forces cannot provide  this great financial support, but in the end, leaving these children in this way, in my estimation, will lead to their transformation into combatant elements soon."

 He added, "The responsibility of the international community is very great. The Syrian Democratic Forces must be supported in the matter of protecting these families from ISIS control. It also has a responsibility to rehabilitate them and a responsibility to find a legal formula and an international mechanism for their trials and the accountability of those involved in murder and violence, but the international community does not fulfill these responsibilities."  optimally."

 At the conclusion of his speech, the Egyptian researcher warned: "The result of the procrastination will be catastrophic, and this is what we see in the increase and growth of ISIS operations in Syria and Iraq, and the transformation of these camps into human reservoirs for the organization. The future is not promising and predicts many crises in this file."
