 The Turkish occupation state is working on a new settlement project in the occupied Syrian regions, through what it calls “the project to return a million Syrian refugees from Turkey to the country,” after it displaced the original inhabitants of the region, through its continuous attacks, and its occupation of separate areas of the Syrian geography.

 On May 3, the head of the Turkish occupation state announced his country's intention to build new settlements in 13 of the occupied areas, to accommodate what he called "one million Syrian refugees voluntarily returning", after it had built settlements with the support of Qatari Brotherhood organizations and associations.  and Kuwaiti, in areas of occupied Afrin.

 The Kurdish political analyst, Jiwan Yousef , asserts that the issue of voluntary return is a circumvention of the international resolution 2254, which stipulates the necessity of voluntary return of refugees to their places of residence after providing a safe environment, and this is fully consistent with immigration and asylum laws that prevent the forced return of refugees without providing them with a safe environment.  .

 In a telephone statement to our agency, he said: "There is no safe environment for refugees to be resettled in areas other than their own. All reports indicate that safety is still missing and that the reasons for life are almost non-existent, in addition to that, the return must take place to their original areas of residence,   not to areas chosen by Erdogan,” pointing out that they contradict international agreements, including Security Council Resolution 2254 related to Syria.

 'Creating a pro-Turkey zone'

 Yousef pointed out that Erdogan's project to resettle Syrian refugees is part of an attempt to qualify for an election, in the elections scheduled for 2023, but that in essence, it has to do with another and more serious issue, saying, "It aims to create a society loyal to Turkey as he did in northern Syria  years ago, bringing about a geopolitical change in the Kurdish region on both sides of the border.”

 He added: "Where a mixed population area is created to block any Kurdish dream, as the Ba'ath party did on the Al-Jazira through the Arab belt project at the beginning of the seventies of the last century, there is no doubt that the Turkish and Syrian regimes agree on this - from a strategic point of view - and I do not think that this  It will be an obstacle to the return of Turkish-Syrian relations," stressing the two regimes' agreement to weaken the Kurds and their dream.

 The Arab Belt is a project launched by the Baath Party in 1963, according to which the Kurds were deported from their villages in the al-Jazira region after the seizure of their lands and the settlement of other Syrian regions in place of the Kurds.

 Youssef pointed to the dangers of Erdogan's project to resettle refugees on the Kurdish peoples in general, saying: "What Turkish President Erdogan is doing is more dangerous than his project of demographic change, because it is related to geography and Kurdish society and an attempt to cut any link and Kurdistan extension between the occupied part by it and the part attached to Syria, and this  in fact, the most dangerous project that could face the future of the Kurdish cause, I say Kurdish, because it is not related to the Kurds alone, but to all the neighboring and coexisting components on the land of Kurdistan.

 Explaining the ambitions of the Turkish occupation state, Youssef said, "Turkey has not hidden its ambitions at all, and it is in the words of Erdogan repeatedly, as he repeatedly announced his desire to restore the  glories of the Ottoman Empire, so Turkey is working to create a society loyal to it in the areas it occupied.

 He added, "Maybe the moment will come when he can use it in a popular referendum to join Turkey or give it a justification for entering the region militarily, as Russia did in Ukraine when it naturalized a million Ukrainians under the pretext of protecting them. Today, they are fighting alongside it in Donbas."

 Yousef does not see the project of the Turkish occupation state, "the settlements" within the occupied areas, as a demographic change only, stressing that it is a geopolitical change that includes geography, people, identity and belonging.

He pointed out that the Turkish occupation state exploits Syrian refugees politically, security and militarily, whenever it wants, and does not see them as refugees who fled the wars in their country, and said, "And it did, made them mercenaries and sent them to Libya and fought with them in Sere-Kaniye and Afrin. Now, it uses them in its project to change the structure."  population, and naturalized them to return them to Syria as an electoral force in its favor in the future.
