​​​​​​​Why ISIS not ended? Expert on Islamic movements, international terrorism identifies reasons

 An expert in the affairs of Islamic movements and international terrorism attributed the reason for the survival of ISIS to the lack of seriousness of the international community in fighting mercenaries and the supporting countries, especially Turkey.  He stressed the need to build a unified international strategy to eliminate mercenaries.

On the 23rd of March 2019, ISIS mercenaries were geographically eliminated in the north and east of Syria's Al-Baghuz of Deir ez-Zor, and during the liberation process, thousands of ISIS mercenaries surrendered to the Syrian Democratic Forces, in addition to more than 65,000 ISIS families and children.

 After the liberation of the town of Baghouz, former US President Trump announced the elimination of ISIS, but it did not end due to several factors, most notably the presence of a huge number of active sleeper cells scattered in the region, and the evasion of the international community, led by the international coalition, from the file of ISIS prisoners and families and the accountability of countries  supporting it, most importantly, the Turkish occupation which was a major reason for ISIS to reorganize its ranks.

The early 2022 witnessed massive attacks by ISIS mercenaries.  The most powerful attack targeted the al-Sinaa prison in the city of Hasaka on January 20 last.

 ISIS is still able to carry out qualitative operations

 The expert on Islamic movements and international terrorism, Munir Adeeb, confirmed in a statement to our agency that the recent emergence of ISIS mercenaries in Diyala city in Iraq, and their attempt to storm the Al-Sinaa Prison in the city of Hasaka, indicates that ISIS has not finished, he said: "The organization is still able to carry out qualitative operations, and we have witnessed during the past weeks and months its success in carrying out operations that are considered qualitative military concepts in Iraq and Syria,  These are the areas in which the organization had previously succeeded in establishing its state.

 Munir Adib noted that the geographical fall of ISIS mercenaries was not a geographical fall in the exact sense, this may lead to the return of the organization in one way or another, which represents a major threat to international peace and security.

 There is a crisis in the vision of the international community

 Adeeb pointed out that there is a crisis in the international community's vision and understanding of ISIS mercenaries, and said: "The international community believes that ISIS ended with the fall of its state, and I think that the organization has returned stronger than it was."

 Munir Adib did not rule out the return of ISIS mercenaries to the fore again, especially after the Russian military action in Ukraine.  He said, "I think that the international community's preoccupation with the conflict in Ukraine. And here I am talking about Russia and America, it will push the organization back again. We are talking about Syria, where the idea of ​​confronting the organization was abandoned, and the United States of America established the so-called international coalition to confront ISIS in Syria." nd Iraq went to the place of the Russian conflict in Europe, specifically in Eastern Europe, especially Ukraine, and this will bring the organization back to the fore and forcefully, which represents a great danger, and the organization’s attack on the industrial prison indicates that it is still present, strong and capable of carrying out armed operation and represents a great threat.  ".

 The expert on Islamic movements and international terrorism, Munir Adib, believes that several countries have used and used ISIS mercenaries and political Islam organizations for their political interests, and said: "There are local, regional and international intelligence services that use these organizations to achieve their interests, especially since these organizations represent forces, except  that use violence or that do not use violence, but they oppose stable governments. Therefore this use has given these organizations a great deal of power.  It was used with the aim of confronting the Russian bear at the time, and these Arab mujahideen succeeded in confronting the Russians, and Russia suffered from those who entered into a war with it in 1979, and they were one of the reasons for the defeat and fall of the Russian bear in Afghanistan.”

Munir Adeeb noted that the Russian response to America’s support for the Arab mujahideen in Afghanistan came in 1987, during the formation of what was known as the global front to fight the Jews and the Crusaders.  The goal of its establishment was to confront the United States of America, and he said: “Russia supported the front indirectly, and these were behind the  carrying out the attacks of September 11, 2001. Russia used these organizations, as did the United States of America, in order to achieve special political interests.

 Turkey uses ISIS to eliminate the Kurds

 Munir Adib said: "This support does not lead to a strong confrontation which benefits from this support. Turkey is one of the most important countries that use political Islam organizations in general,  It is very pragmatic about this issue."

 Munir Adeeb confirmed that Turkey still supports political Islam organizations in general and ISIS mercenaries, and said: "It believes that this organization may achieve goals for it, perhaps in the region, especially since it has a real problem with the Kurds in north and east Syria. It sees that turning a blind eye to the activity of this organization may help to eliminate the Kurds.  Therefore, the support comes from  this angle, therefore, was and still supports this extremist organization for this and other goals.”

 Adeeb stressed that the occupying power, Turkey, will continue to support political Islam organizations as long as the international community is unaware or unwilling to hold them accountable.

 There is no will on the part of the international community to confront ISIS, nor to hold the countries that support it accountable

 On the reasons why the international community did not hold the Turkish occupation state accountable for its direct and indirect support for ISIS mercenaries, Mounir Adib stated: "Because the international community itself is involved in this support, and is involved in the persistence of political Islam organizations. I think if the international community was serious in confronting groups of violence and extremism, it would confront  This organization is strong, and at the same time held the countries that support it, such as Turkey, accountable, but there is no intention or will on the part of the international community for that, so confronting the organization remains a burden on the shoulders of the countries that see it as a danger to humanity.  Individuals, bodies and forces who see that the idea of ​​confronting an organization is an important idea, so they are making efforts in this regard.”

 Syrian Democratic Forces confront ISIS on behalf of the world

 The expert on Islamic movements and international terrorism, Munir Adeeb, confirms that the Syrian Democratic Forces have made great efforts in confronting ISIS.  He said: "The context of the confrontation, whether in the liberation of the lands occupied by ISIS, or even in the face of the danger of prisons. I believe that the Syrian Democratic Forces are facing this extremist organization on behalf of the world, because the countries that have ISIS nationals were supposed to evacuate them, but they do not do so."  Therefore, the Syrian Democratic Forces will carry out this great burden."

 What is required to defeat ISIS?

 Adeeb stressed that the idea of ​​eliminating ISIS requires several important things. “Firstly, the countries that support the organization must be confronted, and the organization must be confronted and its ideas at the same time.  To confront the organization without confronting the ideas and trying to dismantle these ideas.I think that the most important confrontation is to confront the ideas, not to confront the organization, especially since if we eliminate the organization and leave the ideas, the organization will return again, but if we eliminate the ideas and dismantle them, and I think that the weakest link in the confrontation  The organization is to dismantle it, so this organization cannot return if we succeed in dismantling its ideas.”

 Munir Adib believes that the theory says that these organizations will not end, and he said: "What is required is to limit and weaken their ability, so that they are not able to recruit and mobilize or even carry out armed operations. There is an Arab and Islamic mentality that may have a real willingness to practice terrorism or believe in some."  Extremist ideas, so terrorism will not end and extremism will not end, and it will remain as an existing phenomenon like many phenomena that may live with us, but what we want is that these phenomena not be general phenomena or the basis of life.

The expert in the affairs of Islamic movements and international terrorism touched on the responsibilities of the parties in the struggle to eliminate the dangers of ISIS, and said: "There must be information and intelligence coordination and cooperation between all countries of the world in order to eliminate this extremist organization.  From setting a general strategy for confrontation and discussing it, taking into account the circumstances of each country in confronting terrorism across borders and continents, and not making a distinction between these organizations in confronting them, as all these organizations are confronted in one basket, and if this confrontation is by the entire international community in  One time and at the same time and according to one vision, I think at that time we will say that we will take a real step towards confronting ISIS, and at that time we can say that we are able to confront this extremist organization.
